SEALED BIDS will be received by the Parish of Caddo, Government Plaza, 505 Travis Street, Administration
Conference Room 8th Floor, Shreveport, Louisiana 71101 until 3:00 P.M. on Tuesday, October 14th, 2025 for
the following project:
REPLACEMENT OF HUCKABY ROAD BRIDGE
CADDO PARISH PROJECT NUMBER 25 – 25
PROJECT CLASSIFICATION: Highway, Street and Bridge Construction
SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the
construction of a ten-span precast concrete slab span bridge including, but not limited to, earthwork, asphaltic
concrete pavement, subgrade preparation, Class II base course construction, bridge construction, excavation,
embankment, and related work as described in the Contract Documents.
Per LA R.S 38:2212, in order to bid the project, a complete set of Bid Documents must be obtained by the
prime bidder at the office of Owen Engineering, LLC, 900 Market St., Suite 201, Shreveport, Louisiana 71101
upon receipt of _$100__ deposit (for each set of documents). The deposit is fully refundable to all bonafide
prime bidders who submit a bid upon return of the documents, in good condition, no later than ten (10) days
after receipt of bids.
Bidding documents will be available on Thursday, September 11th, 2025 at 12:00 P.M. Bid documents may
be examined without charge, upon request.
All Bids must be accompanied by Bid security equal to five percent (5%) of the sum of the base Bid and must
be in the form of a certified check, cashier's check or Bid Bond written by a qualified, licensed company in
conformance with the laws of the State of Louisiana.
Electronic bids for the Parish of Caddo are available for submission at www.bidexpress.com. Bidders that
wish to submit electronic bids online will be charged a fee by Bid Express. In addition, bidders shall be
required to obtain a digital signature certificate prior to submitting bids online.
The successful Bidder shall be required to furnish a Performance, Maintenance and Payment Bond on a form
provided by the Parish and written in accordance with state law.
Bids shall be accepted from Contractors who are appropriately licensed under LA. R.S. 37:2150-2164.
No Bid may be withdrawn for a period of thirty (30) days after receipt of Bids, except under the provisions of
LA. R.S. 38:2214.
The Parish of Caddo reserves the right to reject any and all Bids for just cause and to waive any informalities
and technicalities. The Parish of Caddo shall incur no obligation to the Contractor until the Contract between
Owner and Contractor is fully executed.

The Parish of Caddo “Parish” is accepting proposals from qualified entities interested in increasing the number of quality affordable housing units within the Parish of Caddo using ERA2 funds. The Parish is interested in collaborating with such entities to assist in Caddo’s recovery from the impacts of the COVID-19 pandemic as it relates to housing availability.

IFB 24-01, Parish Vegetation Management for Right-of-Way and Drainage Canals
The Parish of Caddo has various locations that require vegetation management of all weeds, grass, and brush within the limits of all the public rights-of-way of all highways in the Department of Public Works system and according to the attached road list.
It is the intent of these bid specifications to obtain competitive bids from qualified vendors who are interested in providing vegetation management. The successful contractor shall provide all labor, equipment, material, chemicals, and traffic control devices necessary for weed control operations as defined in these specifications.
