2026 CADDO PARISH ROAD TREATMENT PROGRAM

PROJECT CLASSIFICATION: Highway, Street and Bridge Construction
SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the rehabilitation and asphaltic concrete overlay of approximately 50 miles of rural roads throughout Caddo Parish. Work includes, but is not limited to, milling of existing asphalt road surfaces, superpave asphaltic concrete, asphalt roadway patching, asphalt leveling, asphaltic concrete overlay, pavement markings/striping, shoulder surface aggregate with all associated work as described in the contract documents.
A MANDATORY PRE-BID CONFERENCE will be held on Thursday , March 26 , 2026 at 10:00 A.M. IN THE CADDO PARISH PUBLIC WORKS CONFERENCE ROOM, GOVERNMENT PLAZA, 505 TRAVIS STREET, 8TH FLOOR, SUITE 820, SHREVEPORT, LA. Sign-in will be between 9:30 A.M. and 10:00 A.M. The Meeting will be closed at 10:00 A.M. Persons arriving after the meeting starts will not be allowed to attend the Pre-Bid Conference. Attendance at the pre-bid conference by an officer, estimator or other individual knowledgeable with preparing the bid, is MANDATORY and will be considered a pre-condition for bidder eligibility.
A complete set of Bid Documents may be obtained at the office of Aillet, Fenner, Jolly & McClelland, Inc., 3003 Knight Street, Suite 120, Shreveport, LA 71105. Bidding documents will be available on Thursday, March 5, 2026 at 9:00 A.M.
All Bids must be accompanied by Bid security equal to five percent (5%) of the sum of the base Bid and all alternates and must be in the form of a certified check, cashier's check or Bid Bond written by a qualified, licensed company in conformance with the laws of the State of Louisiana.
Contractors may elect to submit bids electronically via the internet. Electronic bids for the Parish of Caddo are available for submission at www.bidexpress.com. Contractors that wish to submit electronic bids online will be charged a fee by Bidexpress. In addition, contractors shall be required to obtain a digital signature certificate prior to submitting bids online. The bid security required by this solicitation may also be submitted online.
The successful Bidder shall be required to furnish a Performance, Maintenance and Payment Bond on a form provided by the Parish and written in accordance with state law.
Bids shall be accepted from Contractors who are appropriately licensed under LA. R.S. 37:2150-2164.
No Bid may be withdrawn for a period of thirty (30) days after receipt of Bids, except under the provisions of LA. R.S. 38:2214.
The Parish of Caddo reserves the right to reject any and all Bids for just cause and to waive any informalities and technicalities. The Parish of Caddo shall incur no obligation to the Contractor until the Contract between Owner and Contractor is fully executed.

SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the construction of a 250’ x 50’ x 18’ eave height pre-engineered metal building, including, but not limited to, site grading, subgrade preparation, select fill placement, foundation footings, storm drainage pipe, Class II base course, asphaltic concrete, electrical, and related work as described in the Contract Documents.
