SEALED BIDS will be received by the Parish of Caddo, Government Plaza, 505 Travis Street, Administration
Conference Room 8th Floor, Shreveport, Louisiana 71101 until 3:00 P.M. on Tuesday, October 14th, 2025 for
the following project:
REPLACEMENT OF HUCKABY ROAD BRIDGE
CADDO PARISH PROJECT NUMBER 25 – 25
PROJECT CLASSIFICATION: Highway, Street and Bridge Construction
SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the
construction of a ten-span precast concrete slab span bridge including, but not limited to, earthwork, asphaltic
concrete pavement, subgrade preparation, Class II base course construction, bridge construction, excavation,
embankment, and related work as described in the Contract Documents.
Per LA R.S 38:2212, in order to bid the project, a complete set of Bid Documents must be obtained by the
prime bidder at the office of Owen Engineering, LLC, 900 Market St., Suite 201, Shreveport, Louisiana 71101
upon receipt of _$100__ deposit (for each set of documents). The deposit is fully refundable to all bonafide
prime bidders who submit a bid upon return of the documents, in good condition, no later than ten (10) days
after receipt of bids.
Bidding documents will be available on Thursday, September 11th, 2025 at 12:00 P.M. Bid documents may
be examined without charge, upon request.
All Bids must be accompanied by Bid security equal to five percent (5%) of the sum of the base Bid and must
be in the form of a certified check, cashier's check or Bid Bond written by a qualified, licensed company in
conformance with the laws of the State of Louisiana.
Electronic bids for the Parish of Caddo are available for submission at www.bidexpress.com. Bidders that
wish to submit electronic bids online will be charged a fee by Bid Express. In addition, bidders shall be
required to obtain a digital signature certificate prior to submitting bids online.
The successful Bidder shall be required to furnish a Performance, Maintenance and Payment Bond on a form
provided by the Parish and written in accordance with state law.
Bids shall be accepted from Contractors who are appropriately licensed under LA. R.S. 37:2150-2164.
No Bid may be withdrawn for a period of thirty (30) days after receipt of Bids, except under the provisions of
LA. R.S. 38:2214.
The Parish of Caddo reserves the right to reject any and all Bids for just cause and to waive any informalities
and technicalities. The Parish of Caddo shall incur no obligation to the Contractor until the Contract between
Owner and Contractor is fully executed.

2023 CADDO PARISH ROAD TREATMENT PROGRAM

PROJECT CLASSIFICATION: Highway, Street, and Bridge Construction
SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the rehabilitation and asphaltic concrete overlay of approximately 44 miles of rural roads throughout Caddo Parish. Work includes, but is not limited to, milling of existing asphalt road surfaces, superpave asphaltic concrete, asphalt roadway patching, asphalt leveling, asphaltic concrete overlay, pavement markings/striping, shoulder surface aggregate with all associated work as described in the contract documents.
A MANDATORY PRE-BID CONFERENCE will be held on Wednesday, April 5, 2023, at 10:00 A.M. IN THE CADDO PARISH PUBLIC WORKS CONFERENCE ROOM, GOVERNMENT PLAZA, 505 TRAVIS STREET, 8TH FLOOR, SUITE 820, SHREVEPORT, LA. Sign-in will be between 9:30 A.M. and 10:00 A.M. The Meeting will be closed at 10:00 A.M. Persons arriving after the meeting starts will not be allowed to attend the Pre-Bid Conference. Attendance at the pre-bid conference by an officer, estimator or other individual knowledgeable with preparing the bid, is MANDATORY and will be considered a pre-condition for bidder eligibility.

RFP 23-06 Caddo Parish Courthouse Energy Performance Project
The purpose of this Request for Proposal is to obtain proposals for design and implementation of energy improvements from qualified Energy Service Companies (ESCO) that produce savings in excess of project costs for a period of not more than 20 years at the Caddo Parish Courthouse in Shreveport, La. Projects undertaken will not only reduce energy and maintenance costs but contribute to the reduction of greenhouse gases and provide conservation of water and fossil fuels in a method that is environmentally friendly.
