Economic Sanctions Imposed in Response to Russia’s Actions in Ukraine

California joins the United States and other nations, states, and localities in condemning Russia’s attacks on Ukraine. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22(EO) regarding sanctions against Russia and Russian entities and individuals.

The Executive Order directs all agencies and departments that are subject to the Governor’s authority to take certain immediate steps, including notifying all contractors and grantees of their obligations to comply with existing economic sanctions imposed by the U.S. Government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. Constitutional and independent state entities are encouraged to take the steps as well.

As a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury website.

Failure to comply may result in the termination of contractors or grant, as applicable.

The County will serve as the sole referral source, and placements will prioritize permanent housing, community integration, and alignment with each individual’s needs and preferences. Selected contractors will be responsible for administering rental subsidies, coordinating leases, issuing payments directly to landlords, and maintaining compliance with BHSA, DHCS, and Medi-Cal requirements. Subsidies may cover rent, utilities, maintenance, and operating costs, and will be structured to promote housing stability and fiscal accountability. Individual rent contributions will range from zero to 30 percent of income, with no one denied assistance due to lack of income. The work proposed will replace guardrail end treatments and existing guardrails that are lower than the minimum guardrail height. Work will also generally include two soldier pile retaining walls totaling 302LF at the Panoramic Highway location to support the replaced guardrail & meet design criteria. A severe storm in October 2021 dumped 12 inches of rain at the project site in Mill Valley within 24 hours which triggered a roadway embankment slip out at the site. Within the 302LF of the proposed retaining wall supporting guardrail, 54 feet of the wall across the slip out area will be funded as an Emergency Relief project ER-15J1(002). All 302LF of guardrail will be funded by HSIPL-5927 (123), as well as the remaining 248 feet of wall supporting the guardrail. A 2.5’x60’ temporary widening will be added during construction to accommodate traffic control requirements. Project Name: SANTA VENETIA TIMBER REINFORCED BERM REPAIRS Date: July 5, 2023 Department / Division: Marin County Flood Control and Water Conservation District Description: The Marin County Flood Control and Water Conservation District (“District”) maintains flood control facilities throughout the County of Marin including the Timber-Reinforced Berm (TRB) on top of the earthen levee located along the right bank of Gallinas Creek in the community of Santa Venetia in unincorporated San Rafael. The District is requesting proposals for repairing dilapidated portions of the TRB. To avoid Ridgeway Rail breeding season, the work will be scheduled to occur from September 1, 2023 to October 31, 2023. The intention of the contract for the Timber-Reinforced Berm Repairs is to repair approximately 615 linear feet of the two timber bulkheads backfilled with soil in Flood Zone 7.
