Economic Sanctions Imposed in Response to Russia’s Actions in Ukraine

California joins the United States and other nations, states, and localities in condemning Russia’s attacks on Ukraine. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22(EO) regarding sanctions against Russia and Russian entities and individuals.

The Executive Order directs all agencies and departments that are subject to the Governor’s authority to take certain immediate steps, including notifying all contractors and grantees of their obligations to comply with existing economic sanctions imposed by the U.S. Government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. Constitutional and independent state entities are encouraged to take the steps as well.

As a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury website.

Failure to comply may result in the termination of contractors or grant, as applicable.

The solution must be flexible enough to handle the full spectrum of budgeting and reporting needs at the County – work performed by everyone from budget and finance professionals to subject matter experts needing quick reports to administrative staff doing routine journal entries. We are specifically calling for solutions that can serve the dual purpose of standard reporting and planning along with production capabilities for the County’s annual budget book of record and its capital plan book. Our existing processes require the use of several different tools for these respective capabilities. The software suite needs to be user-friendly, easy to learn, and digitally compliant, with flexibility and customizable reporting capabilities. Public-facing materials, including online and PDF budget materials, need to be accessible based on current legal standards and requirements. County staff will use the software to complete all budget development and fiscal projection tasks, financial reporting, and data entry as part of the annual budget development cycle. Additionally, for a Capital Improvement Plan (CIP) management system, the County seeks a solution that will improve visibility into capital project scope, status, schedule, budget, expenditures, funding, and priorities. It should integrate with Tyler Enterprise ERP (formerly Munis) by Tyler Technologies to reduce duplicate data entry and improve alignment between project planning and financial information. It needs to provide configurable reporting, dashboards, workflows, and document-generation capabilities. The system should support multi-year capital planning, including project requests, scoring, prioritization, funding scenarios, project ranking, and planning-year assignments. The solution should allow the County to evaluate proposed and active projects based on configurable criteria, available funding, strategic priorities, facility needs, infrastructure condition, regulatory requirements, and other factors. The project will stabilize earth movement which occurred during heavy rainfall in 2022 and 2023. The project includes removal of landslide debris and installation rock slope protection (RSP) to stabilize the slope and reduce the potential for headward migration to destabilize the trail located approximately 6 feet upslope of the landslide. The project will also include infilling of the RSP voids with soil to promote natural vegetation growth.
