White Hall was constructed in 1966 and is currently home to the College of Education, Health and Human Services. It is the second largest academic building on the Kent Campus featuring 20 classrooms and 20 seminar rooms and many department, staff and faculty offices within its envelope. In 2022, a major heating, ventilation and air conditioning (HVAC) project was undertaken that added a ground level mechanical room and provided new HVAC infrastructure to the first and second floors. However, much of the original HVAC equipment still remains in the balance of the building’s 130,000 sf. While Phase One focused on HVAC systems, subsequent phases of this project will improve the highly utilized instructional spaces and adjacent circulation areas in White Hall while extending the new HVAC system upgrades throughout the remaining floors three through five. In addition, Phase Two will produce a comprehensive design and estimates for all succeeding phases through Schematic Design which includes classroom improvements and the remaining mechanical and electrical equipment replacements throughout the building. Along with the AE, it will then be determined what scope elements are captured in the immediate Phase Two project funded by the FY25/FY26 biennium. The project funding allocated in this RFQ is for Phase Two only with the anticipation that additional funding will be allocated towards White Hall in future capital bills, and the agreement may be extended for future phases. A pre-submittal meeting will take place on Wednesday December 18, 2024 at 1:30pm at Kent State University Office of the University Architect, Conference Room 102, 615 Loop Road Suite 101 Harbourt Hall, Kent, Ohio 44242.

Kent State University utilizes a campus wide distribution system of chilled water. This project will study and design the insertion of chilled water Delta T management Energy control valves at approximately 30 air handling units distributed through eight buildings on the Science Mall. These new energy management valves shall be integrated into the existing campus-wide BAS. The end goal is to increase the capacity of the Summit Street Power Plant. This study will determine which valves to prioritize. Construction will be targeted outside of cooling season within occupied spaces. BSA Business School Demolition and SSPP Science Loop Chiller Study The existing BSA building, which formerly housed the College of Business, has moved into the new Crawford Hall in 2024. As a result, BSA is slated for demolition. This project will document all the necessary abatement and demolition including foundations. Demolition of BSA connected utilities and retention/protection or partial replacements of utilities passing through the BSA site shall be included. As a precursor to the demolition package, the AE team will prepare a study of the buildings connected to the Summit Street Power Plant (SSPP) Chilled Water Loop (Science Loop) – 6,300 tons of chillers and a 500-ton chiller at the LCM building. Reference materials will be provided to the awarded AE. BSA is currently served by the SSPP. The SSPP chilled water system needs increased capacity for resilience and partial redundancy. One option is to add chiller capacity at Bowman Hall (to replace a failed 1,100-ton steam absorption chiller) but may be limited in size due to piping loop pumping issues. Bowman could possibly divorce as few as (2) buildings – 525 tons or possibly about (7) buildings – 1,473 tons. A second option is to utilize the existing BSA mechanical room footprint and infrastructure (existing utility tunnel connection) to create another chiller plant that may not be limited in size. However, the pumping location for the loop must be carefully considered since it is near the end of the piping route. A project separate from this KSU-25L012, is considering chilled water Belimo Energy Valves for about 25 AHUs at the SSPP connected buildings – consider the increased efficiency and diversity of this potential project ($750K draft estimate). This SSPP Chiller Plant Study must review overall campus capacities, chiller loop pumping fluid dynamics and economic benefits to better inform the overall best option for Kent State. This SSPP Chiller Plant Study will impact the final demolition scope. Kent State is currently pursuing demolition funding from the State of Ohio. Verder Hall Demolition and Parking Lot Verder Hall was constructed in the late 1950s. It is a four-story Residence Hall with a one-story studio space. The building will be demolished including foundations, and the site will be restored as parking. The parking lot design and layout is complete and will be given to the successful A/E team for final construction documentation. Abatement services will be part of the general contract and documentation will be part of the A/E scope. Adjacent utility tunnels carry campus-wide systems and must be maintained during and after construction. Kent State University is currently pursuing construction funding through the State of Ohio. CPA E112 Renovations The Center for Performing Arts is home to many Kent State programs including the Glauser School of Music (SOM.). Recent projects have freed up space within the building, and the SOM is working to better utilize these opportunities. The primary renovation scope will focus on room E112. This 1,800 square feet room with integral risers and smaller adjoining practice spaces. It has outdated finishes and needs acoustical improvements to serve as a potential secondary performance venue. This project will also provide an acoustic evaluation of existing and proposed SOM spaces to meet accreditation needs and help define additional renovation scope. Renovations will primarily be fit/finish and acoustical improvements.
