25-24 PICKLEBALL COURTS
25-24 Pickleball Courts ODNR SHEL-029 2025-0128
The project consists of the construction of two (2) additional pickleball courts at Custenborder Field including site work, seeding & mulching, installation of chainlink fence, net posts & netting, and pickleball court surfacing per plan specifications.
State of Ohio Department of Natural Resources NatureWorks Local Assistance Grant Funds and Capital Improvement Projects funding are being used to assist construction and relevant State requirements will apply.
Domestic steel use requirements as specified in Ohio Revised Code §153.011 apply to this project. Copies of §153.011 can be obtained from any of the offices of the Department of Administrative Services or through http://codes.ohio.gov/orc/153.011.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services and labor in the implementation of their project. Additionally, contractor compliance with Equal Employment Opportunity requirements is required.
The Contractor shall be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio.

The project consists of purchasing & planting trees at various public locations within the City of Sidney including all labor, supervision, materials, tools, equipment, machinery, and any/all other necessary and proper items.
BIDDER MUST BE A MEMBER OF THE OHIO GREEN INDUSTRY ASSOCIATION (OGIA); FKA OHIO NURSERY AND LANDSCAPE ASSOCIATION (ONLA). Additional education and experience shall be noted upon Bid submission.
Attention of Bidders is called to all of the requirements contained in the electronic Bid documents, particularly to the Federal Requirements, Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions, and requirement for a payment bond and performance bond for 100% of the Contract price.
A Disadvantaged Business Enterprise (DBE) participation goal HAS NOT been established for this project; however, DBEs are encouraged to review the project and consider submitting a bid.
Current Federal regulation (23 CFR 635.410) requires all Bidders for Federal or Federal-Aid contracts to submit Bids based upon using only domestic steel and iron products only.

25-20 WWTP PLC Updates
The project consists of updating two (2) PLCs. The first PLC is located in the Raw Pump Station, is an Allen Bradley SLC 504 with HMI. The second is an Allen Bradley SLC 500 and located in the Blower Building. The successful bidder will be responsible for purchasing two Allen-Bradley Compact Logix PLCs (or equal) that are compatible with the existing Compact Logix PLCs currently active at the Wastewater Treatment Plant (WWTP). The bidder will also be responsible for removing existing PLCs and installing the new PLCs in the existing control cabinets and transferring the existing ladder logic programming to the new units. This project also includes system startup, verification of all monitoring and control functions, and troubleshooting any programming issues to ensure proper operation of the WWTP Facility.
