The purpose of this Request for Proposals is to solicit fee proposals for qualified contractors to construct the Downtown Library Renovation Project. The City will only receive proposals/bids from PREQUALIFIED GENERAL CONTRACTORS, who participated in phase 1 (RFQ) and advanced to Phase 2 (Bid/proposal). SUBCONTRACTORS ARE NOT REQUIRED TO PREQUALIFY and can submit their bids to the GCs allowed to bid this project. The Project is an interior renovation of the existing building. The scope includes but it is not limited to project modifications to new interior walls, doors, interior glazing, ceilings and finishes, compliance with current life safety codes, installation of an interior lift, and modifications to building systems (HVAC, electrical, lighting, telecommunications audiovisual, and plumbing).

Citywide Safety Electrical Service - Traffic and Street Lighting
The City of San Rafael (City) hereby requests proposals for Safety Electrical Services for traffic and street lights. It is the intent of the City to hire a fully-licensed contractor. The City requires that the Contractor provide monthly, quarterly, semi-annual, and annual maintenance on all signals, flashing beacons, and other related safety lighting as listed below. Maintenance includes emergency, routine, USA Locate & Mark services, and preventative work. Proposals shall be submitted by businesses that have a capable and demonstrable performance in the type of work described in this Request for Proposals document, including all Attachments (hereafter together referred to as the “RFP”). In addition, all interested businesses shall have sufficient, readily available resources, in the form of trained personnel, support services and financial resources to carry out the work without delay or shortcomings. The Contractor will be required to perform and complete electrical services janitorial services by providing all labor, tools, transportation, equipment, materials, and supplies necessary to complete all work. Work must be completed in a professional, thorough and timely manner, in accordance with the standards and specifications as contained in this RFP or stated by the City Representative. The term of the initial contract will be two years. At the City’s discretion, the contract can be extended twice for a period not to exceed one (1) year each time upon proper authorization by the Parties. The City will retain submitted bids for the duration of this service to build a list of available vendors should the City need to secure a new contractor. All submitted bid pricing shall be good for up to one year from the date of bid closing. Subsequent year’s rate increases are limited to a maximum of five percent (5%) per year. Interested businesses are invited to submit proposals in accordance with the requirements of this RFP summarized in Section 6. RFP for Design of Large Trash Capture Devices
The City of San Rafael (City) is seeking proposals from qualified engineering consultants for design and permitting of five (5) large trash capture devices. Although price is important, other factors will be taken into consideration during consultant selection. Also note that the City may choose to award the contract for design and permitting of all five (5) devices to one consultant or distribute amongst two (2) or more consultants. Pickleweed Park Field Enhancement
The Project is located at the Pickleweed Park at 50 Canal St. within the City of San Rafael and is described as follows: The project will install park enhancements to the soccer fields, public park, and surrounding community center. The project proposes to add several park amenities, including a synthetic turf field, basketball/sport court, playground structure for children under five, fitness equipment for adults, shaded seating, and a gazebo. The estimated construction cost without additional alternatives is $7.7 million. The estimated construction cost with additional alternatives is $8.4 million. Please note that construction activities for this project will likely be restricted to the months of September through January due to the presence of a protected bird specie in the marsh adjacent to the project site. See the Special Conditions section in the specifications for more information.

Event Security Services for Recreation Division
The City of San Rafael Library and Recreation Department is requesting proposals from qualified and interested companies for the provision of unarmed security guard services for private event rentals at the City’s Community Centers and Athletic Fields. The City estimates a total of 130-175 annual requests and approximately 2,160 hours of annual security services are required. Services are scheduled on an ad hoc basis as facilities require services, and frequency and volume of requests will vary. Services should begin on July 1, 2024, and continue for a period of three (3) years until June 30, 2027, with an option to renew on a year-by-year basis for a maximum of two (2) one (1) year renewals.

B Street Culvert Replacement
The project primarily consists of replacing an existing concrete box culvert located on B Street with a new concrete box culvert that will be partially cast-in-place and partially precast. The work will require coordination between the contractor and PG&E to ensure the culvert installation can be completed concurrently with PG&E’s effort to support their existing pole. Proposals shall be submitted by firms that have a capable and demonstrable background in the type of work described. In addition, all interested firms shall have sufficient, readily available resources, in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. To develop a comprehensive strategy for repairing and improving the storm drain system, the City is commissioning the Storm Drain Master Plan to analyze and model the existing system; assess its adequacy; develop a comprehensive plan that identifies and characterizes the key components that must be implemented; and to discuss the financial impacts of implementation.
