Spinnaker Point Parking Modifications Project

Stagecoach Road Defensible Space Fuel Reduction
The City of San Rafael (City) hereby requests proposals for fuel reduction services in two project areas: Stagecoach Road and Manuel T. Freitas. This work is intended to mitigate hazards in open space areas by significantly reducing vegetation that fuels wildfires and the subsequent soil erosion and run-off of burned areas.

City Hall Tenant Improvement Garden Level
The intent of this tenant improvement project is to repurpose the first floor of the San Rafael City Hall building to accommodate a variety of government service uses. The previous use for this floor was a City police department. The space is no longer occupied for that purpose. The project will also provide public interface at one of its two entries at the west end of the floor, where a secure entry foyer will be created with access to two service windows. Note that the floors above the first floor must remain in continuous fully functioning operation during demolition and construction at the first floor. The floors above have access and egress that is separate from the first floor space. A mandatory walk-through of the building with City staff is required as part of the bidding process in order to understand and determine how this continuous operation will be provided. The public access entry foyer will be converted to a one-hour fire rated space to reflect current code requirements. This will require treatment as shown in the documents at the ceiling, as well as the walls and doors. The new and existing walls and doors in this entry foyer will also be constructed to provide bullet-proof safety characteristics as defined in the drawings and specifications. As will the two service windows. The elevator entry will be provided with a new elevator smoke curtain, as specified in the documents. A continuous new hallway between the entry foyer and a one-hour vestibule at the east end of the building will be provided by adding full height walls at selected locations. The one-hour vestibule will also require treatment as shown in the documents at the walls, ceilings and doors to provide the required rating. Note that this one-hour vestibule and the hallway do not require bullet-proofing treatment. Other scope-of-work elements to be aware of: Selective demolition needed to prepare the floor for new work. Design/Build Mechanical, Electrical and Signal work to meet the needs of the City, and satisfy Fire and Life Safety code requirements are part of the scope of work. An add-alternate is included in the documents for the build-out of the break room space. This add alternate also includes new water, drain and venting work. No work is contemplated in the existing locker/toilet room spaces, except as required to coordinate mechanical, electrical and signal work in these spaces with new work elsewhere on the floor.

Request for Proposal Goat Grazing Services
The City of San Rafael (City) hereby requests proposals for professional goat grazing services for our open space regions within the City for the 2022 vegetation management season. This work is intended to mitigate hazards in open space areas by significantly reducing vegetation that fuels wildfires and the subsequent soil erosion and run-off of burned areas. Professionals shall be duly registered and licensed for their discipline within the State of California. Work will include: engineering review and support for land development, mainly private development projects, subdivisions (lot line adjustments, major and minor) and site plans (residential, commercial, industrial and mixed use). This may include review of application documents, technical reports, plans and maps, provide written staff reports, attendance at public hearings, meetings with applicants, collaboration with various City departments, the public and stakeholders, scheduling, inspection, and recordkeeping.
