2026 Sanitary Sewer CIPP Lining Project (CIP S-37)
The 2026 Sanitary Sewer Lining Project (CIP S-37) consists of cleaning, televising, and CIPP lining of 8-inch and 10-inch sanitary sewer. The Bid includes approximately 1640 linear feet of 8-inch sewer along Columbia Street, Hamilton Road, and Linda Road in the Old Hilliard area of the City, as well as 878 linear feet of 10-inch sewer along Linda Road. Bypass pumping may be required to install the liner. The project also includes two (2) excavated point repairs. Traffic control will be required to maintain traffic and local access to existing homes, especially at the Columbia Street/Norwich Street intersection. The Engineer's Estimate for the work is $180,500. No bid will be accepted if it exceeds the Engineer's Estimate by more than ten percent (10%). The final completion date for the Project is October 1, 2026. State prevailing wage applies ONLY to the point repair excavations in the project. 2026-2028 Mowing, Landscaping, and Maintenance Program
The 2026-2028 Mowing, Landscaping, and Maintenance Program (the “Project”) consists of twelve (12) different bid packages for Citywide mowing, landscaping, and maintenance services, which includes labor, equipment, and materials. Bidders are not required to bid on each package. Each package is a separate bid and each package will be awarded to the lowest and best bidder on that package for the entire three year term, taking into consideration such factors as qualifications, past performance and efficiency of the bidder along with the price of the bid. Failure to fully and accurately complete the Bidding Forms shall be considered grounds for rejecting the bid. Bids may be withdrawn at any time before the scheduled closing time for receipt of bids, but may not be modified and resubmitted. Questions about this Project should be directed to Danielle Garwood, Public Service Administrator, at dgarwood@hilliardohio.gov Bid security in the amount of 10% of the total for each package bid on must be furnished. If a bid is accepted, a contract must be executed, and a satisfactory contract bond or security furnished, conditioned according to law, in the amount of one hundred percent (100%) of the contract price, within ten (10) days after Notice of Award. Sureties on all bonds must be satisfactory to the City. Section 129.03 of the City’s Codified Ordinances establishes a local preference program for the purchase of materials, supplies, equipment and services. The full ordinance can be found on the City’s website: www.hilliardohio.gov. This Contract may be extended for two one-year periods by an instrument in writing executed by all the parties, and subject to approval by Hilliard City Council, if required. Each extension of the Contract will be based on a review of the Contractor's performance and adherence to the requirements and provisions of the Documents listed in §1 above. The Contract Price for each extension will be negotiated prior to execution of the extension and at no time shall it exceed an increase of 3% on the previous year's contract price, and subject to the appropriation of sufficient funds. The 2026 Sanitary Sewer Cleaning and CCTV Program (CIP S-33) consists of cleaning and televising 14,898 LF of sanitary sewer AND 1,924 LF of storm sewer in the City of Hilliard, Ohio, ranging from 10-inch to 24-inch diameter. The sanitary sewer is known as the Davidson Trunk sewer and the storm is known as the Pinehurst Drive storm sewer. The sanitary sewers are located in both public street right of way and rear yard easements. The storm sewers are also located in street right of way and storm easements. Heavy cleaning may be required in approximately 20-percent of the sanitary sewers. Heavy cleaning may be required in the majority of the storm sewer. Quantities in the bid schedule below account for these heavy cleaning estimates. Traffic Control will be required to perform work in some areas. An allowance has been provided in the bid schedule for this purpose. The Engineer's Estimate for the work is $118,400. Old Hilliard Water Main Improvements (CIP W-49)

2025-26 Hilliard Darby High School Retention Basin Rehabilitation Project (ST-27)
The 2025-26 Darby High School Retention Basin Rehabilitation Project (ST-27) consists of the rehabilitation of the Stormwater Retention Basin located east of Hilliard Darby High School and adjacent to Merchant Park near Downtown Hilliard. Work also consists of the haul-off and disposal of sediment dredged from three city stormwater basins. The sediment from the three basins was dredged in 2025 and is currently stored on the banks of each basin to allow for drying. The Engineer's Estimate for this project is $918,198.00.
