2026 Sanitary Sewer CIPP Lining Project (CIP S-37)
The 2026 Sanitary Sewer Lining Project (CIP S-37) consists of cleaning, televising, and CIPP lining of 8-inch and 10-inch sanitary sewer. The Bid includes approximately 1640 linear feet of 8-inch sewer along Columbia Street, Hamilton Road, and Linda Road in the Old Hilliard area of the City, as well as 878 linear feet of 10-inch sewer along Linda Road. Bypass pumping may be required to install the liner. The project also includes two (2) excavated point repairs. Traffic control will be required to maintain traffic and local access to existing homes, especially at the Columbia Street/Norwich Street intersection. The Engineer's Estimate for the work is $180,500. No bid will be accepted if it exceeds the Engineer's Estimate by more than ten percent (10%). The final completion date for the Project is October 1, 2026. State prevailing wage applies ONLY to the point repair excavations in the project. 2026-2028 Mowing, Landscaping, and Maintenance Program
The 2026-2028 Mowing, Landscaping, and Maintenance Program (the “Project”) consists of twelve (12) different bid packages for Citywide mowing, landscaping, and maintenance services, which includes labor, equipment, and materials. Bidders are not required to bid on each package. Each package is a separate bid and each package will be awarded to the lowest and best bidder on that package for the entire three year term, taking into consideration such factors as qualifications, past performance and efficiency of the bidder along with the price of the bid. Failure to fully and accurately complete the Bidding Forms shall be considered grounds for rejecting the bid. Bids may be withdrawn at any time before the scheduled closing time for receipt of bids, but may not be modified and resubmitted. Questions about this Project should be directed to Danielle Garwood, Public Service Administrator, at dgarwood@hilliardohio.gov Bid security in the amount of 10% of the total for each package bid on must be furnished. If a bid is accepted, a contract must be executed, and a satisfactory contract bond or security furnished, conditioned according to law, in the amount of one hundred percent (100%) of the contract price, within ten (10) days after Notice of Award. Sureties on all bonds must be satisfactory to the City. Section 129.03 of the City’s Codified Ordinances establishes a local preference program for the purchase of materials, supplies, equipment and services. The full ordinance can be found on the City’s website: www.hilliardohio.gov. This Contract may be extended for two one-year periods by an instrument in writing executed by all the parties, and subject to approval by Hilliard City Council, if required. Each extension of the Contract will be based on a review of the Contractor's performance and adherence to the requirements and provisions of the Documents listed in §1 above. The Contract Price for each extension will be negotiated prior to execution of the extension and at no time shall it exceed an increase of 3% on the previous year's contract price, and subject to the appropriation of sufficient funds. The City reserves the right to accept or reject any or all bids. Informalities in making out the bid may be waived at the option of the City.

Hayden Run Lift Station and Force Main (CIP S-31)
**NOTICE: Addendum No. 1 was issued on 12/13/2024. ** The project replaces an existing lift station and force main on Avery Road. It includes installation of approximately 1,720 LF of 6" HDPE sanitary sewer pipe by horizontal directional drilling methods, approximately 610 LF of 6" HDPE sanitary sewer pipe installed in a 14" casing pipe under Avery Road, and approximately 130 LF of 6" ductile iron sanitary sewer pipe. The project also includes construction of a new sanitary sewer lift station near the existing lift station, and demolition of the existing lift station and emergency generator on the site. The proposed force main is located under an existing bike path that will be milled and overlaid after installation of the force main. The Engineer's Estimate for the Base Bid is $1,501,000. No bid will be accepted if it exceeds the City Engineer’s estimate by more than ten percent (10%). The horizontal directional drilling portion of the project adjacent to the school property (Sta. 4+00 through Sta. 21+00 on the plan) must be completed between May 23, 2025 and August 22, 2025. This park was constructed in 2009-2010 and is being renovated to meet the 25th anniversary of 9-11 in 2026. **Notice: Addendum No. 2 was issued on 11/5/2024. ** **Notice: Addendum No. 1 was issued on 11/1/2024. ** The 2024 Sanitary Sewer Cleaning and CCTV Program (CIP S-33) (the “Project”) consists of a Base Bid for cleaning and televising 31,673 LF of sanitary sewer in the City of Hilliard, Ohio ranging from 8-inch to 15-inch diameter. These sewers are located in the residential neighborhoods of Brookfield Village and Hyde Park, and were constructed between 1986 and 1999. Sanitary sewers are located predominantly in rear yard easements, with some sewers located along public street right of way. Heavy cleaning may be required in approximately 20-percent of the sewers. Traffic control may be required to perform work in some areas. The Engineer's Estimate for the Base Bid is $207,900.00. The sewer in Alternate #1 includes approximately 381 linear feet of sewer located in Old Hilliard along Columbia Street. By-pass pumping will be required to install the liner. Traffic control will be required to maintain traffic, particularly along Norwich Street. The original as-built plans for the sanitary sewers to be lined in both the Base Bid and Alternate #1 are included as pages from plan P-0001 in the Construction Drawings in the Attachment List.
