2026 Sanitary Sewer CIPP Lining Project (CIP S-37)
The 2026 Sanitary Sewer Lining Project (CIP S-37) consists of cleaning, televising, and CIPP lining of 8-inch and 10-inch sanitary sewer. The Bid includes approximately 1640 linear feet of 8-inch sewer along Columbia Street, Hamilton Road, and Linda Road in the Old Hilliard area of the City, as well as 878 linear feet of 10-inch sewer along Linda Road. Bypass pumping may be required to install the liner. The project also includes two (2) excavated point repairs. Traffic control will be required to maintain traffic and local access to existing homes, especially at the Columbia Street/Norwich Street intersection. The Engineer's Estimate for the work is $180,500. No bid will be accepted if it exceeds the Engineer's Estimate by more than ten percent (10%). The final completion date for the Project is October 1, 2026. State prevailing wage applies ONLY to the point repair excavations in the project. 2026-2028 Mowing, Landscaping, and Maintenance Program
The 2026-2028 Mowing, Landscaping, and Maintenance Program (the “Project”) consists of twelve (12) different bid packages for Citywide mowing, landscaping, and maintenance services, which includes labor, equipment, and materials. Bidders are not required to bid on each package. Each package is a separate bid and each package will be awarded to the lowest and best bidder on that package for the entire three year term, taking into consideration such factors as qualifications, past performance and efficiency of the bidder along with the price of the bid. Failure to fully and accurately complete the Bidding Forms shall be considered grounds for rejecting the bid. Bids may be withdrawn at any time before the scheduled closing time for receipt of bids, but may not be modified and resubmitted. Questions about this Project should be directed to Danielle Garwood, Public Service Administrator, at dgarwood@hilliardohio.gov Bid security in the amount of 10% of the total for each package bid on must be furnished. If a bid is accepted, a contract must be executed, and a satisfactory contract bond or security furnished, conditioned according to law, in the amount of one hundred percent (100%) of the contract price, within ten (10) days after Notice of Award. Sureties on all bonds must be satisfactory to the City. Section 129.03 of the City’s Codified Ordinances establishes a local preference program for the purchase of materials, supplies, equipment and services. The full ordinance can be found on the City’s website: www.hilliardohio.gov. This Contract may be extended for two one-year periods by an instrument in writing executed by all the parties, and subject to approval by Hilliard City Council, if required. Each extension of the Contract will be based on a review of the Contractor's performance and adherence to the requirements and provisions of the Documents listed in §1 above. The Contract Price for each extension will be negotiated prior to execution of the extension and at no time shall it exceed an increase of 3% on the previous year's contract price, and subject to the appropriation of sufficient funds. The City reserves the right to accept or reject any or all bids. Informalities in making out the bid may be waived at the option of the City.

Cosgray Road & Woodsview Way Improvements (CIP T-84)
**NOTICE: Addendum No. 03 was issued on 10/3/2022** **NOTICE: Addendum No. 02 was issued on 9/30/2022** **NOTICE: Addendum No. 01 was issued on 9/20/2022** This project consists of the installation of a single lane roundabout at the intersection of Cosgray Road and Woodsview Way in Hilliard, Ohio. Additional work includes extension of a shared-use path on the west side of Cosgray Road south to Scioto Darby Road; resurfacing approximately 1-mile of Cosgray Road between the Heritage Trail and Latham Park using cold in-place recycling method; storm drainage & water quality; street lighting & fiber conduit; approximately 1,000 feet of 12-inch waterline; signing & pavement marking; and crosswalk improvements. The Engineer's estimate for the Project is $4,441,000. No bid will be accepted if it exceeds the Engineer’s estimate by more than ten percent (10%). Contract award is anticipated by mid-November 2022. Substantial completion date is August 15, 2023. Final completion date is May 1, 2024. This project is being funded through a combination of local funds and OPWC funds. State prevailing wage applies to this project. There is no DBE goal. Bidders are required to review and certify the OPWC Proposal Notes in the attachment list. Plan are currently being routed for all signatures. Fully signed plans will be issued upon award of the project. CAD basemap files are provided in the attachment list to assist in preparation of bids. Bidders shall carefully review the MOT requirements regarding the allowable full intersection closure in the plans. This project is located within the Big Darby Watershed and all erosion & sediment control during construction shall be strictly enforced. The City of Hilliard has obtained a US Army Corps of Engineers (USACOE) Nationwide Permit for the Project. The successful bidder shall comply with the Storm Water Pollution Prevention Plan (SWPPP) and the Nationwide Permit requirements, which are provided in the attachment list below. 2022 Street Maintenance and Rehabilitation Program (SMRP)
The 2022 Street Maintenance and Rehabilitation Program (the “Project”) consists of an annual contract for street maintenance, rehabilitation, repairs, and construction within the City of Hilliard, Ohio. The Project includes items such as asphalt concrete paving, pavement milling, crack seal, asphalt overlay, pavement markings, striping, sidewalk replacement, concrete curb and gutter, curb ramps, pavement repair, pavement markings, and other miscellaneous items. Contractor shall have the Project complete within 120 days of the City issuing a Notice to Proceed. Alternate 6A provides for an incentive payment to complete the entire programs in 90 days of the City issuing a Notice to Proceed. The Project has special requirements for the duration of open concrete excavations and timeliness for completing associated repairs. The Engineer's Estimate for this Bid is $1,476,748. Merchant Park - Rotary Labyrinth Project (CIP RP-2)
The Hilliard Recreation and Parks Department's Rotary Labyrinth Project (CIP RP-2) consists of the construction of park hardscape to include a 2,289 sq.ft. labyrinth, Labyrinth field/path, bench concrete pads, limestone screening pathway along with park plantings. This project is located in Merchant Park, North of the existing pavilion structure, East of the existing Heritage Trail bike path and West of the Makoy Center parking lot. One alternate is listed, this is for a custom center stone in the labyrinth that has the dove Rotary logo engraved into it (would replace existing center stone). The Estimate for this Bid is $68,000.00. No bid will be accepted if it exceeds the estimate on the base bid by more than ten percent (10%). 2022 Pedestrian, Bicycle, and Safety Projects (CIP T-133)
The City of Hilliard’s 2022 Pedestrian, Bicycle, and Safety Projects (CIP T-133) includes three separate projects: Darby High School to Heritage Trail Connector, Parkmeadow Lane Trail Connector & Latham Park Trail Extension, Scioto Darby Sidewalk Connection at Darby Creek Nursery. Darby High School to Heritage Trail Connector will install almost 500 feet of asphalt path connecting a service driveway on the Hillard Darby High School campus to the Heritage Rail Trail with sidewalk connections to the Westwood Collective patio and storm sewer improvements. Bid Schedule lines 1-28 apply to this project. Parkmeadow Lane Trail Connector & Latham Park Trail Extension will install almost 200 feet of asphalt path to connect the existing path along Parkmeadow Lane to an existing pedestrian bridge over Clover Groff Ditch as well as about 550 feet of asphalt path along the northern edge of the pond at Latham Park to extend the existing park asphalt trail to an existing gravel trail on the west side of the park. Scioto Darby Sidewalk Connection at Darby Creek Nursery consists of about 400 feet of concrete sidewalk to fill a gap in the trail network along the north side of Scioto Darby Road along the frontage of Darby Creek Nursery.
