***NOTICE: Addendum No. 2 was issued on 10/3/2025*** ***NOTICE: Addendum No. 1 was issued on 9/26/2025*** This project consists of installation of 1191 LF of 8-inch and 83 LF of 6-inch ductile iron waterline, valves, hydrants and appurtenances. There are 7 commercial water services that will require reconnection. The project also includes pavement planing and resurfacing of Center, Grant, and Franklin Streets within the project limits. Bidders should note that the Bid Schedule contains numerous contingency quantities to replace any lead or galvanized services per City of Columbus Ordinance 1627-2024, which established their Lead Service Line Replacement Program. See plan notes on sheet 3 for additional information. The Engineer's Estimate for this project is $757,500. No bid will be accepted if it exceeds the Engineer's Estimate by more than ten percent (10%). The Substantial Completion date for the waterline portion of the Project is May 25, 2026. The Final Completion date, which includes all street resurfacing and restoration, is June 26, 2026. This project is being funded through local funds. State prevailing wage applies to this project. Orangeberry Road Water Tower Painting Improvements (CIP W-20)
This project involves rehabilitation and painting of the 1 MG water tower located at 6445 Orangeberry Road in Hilliard, Ohio. Work includes abrasive blast cleaning and recoating of the entire exterior with full containment, the interior dry area, the interior wet area, various interior and exterior tank modifications, and other such work as may be necessary to complete the contract, as set forth in this Invitation for Bid. The Engineer's Estimate for the Project is $2,280,000. No bid will be accepted if it exceeds the Engineer's Estimate by more than ten percent (10%). The City of Hilliard invites your company to provide a proposal for the implementation of a comprehensive, turnkey, integrated Financial Application System (FAS). Vendors may propose all or part of full system solution either by offering all parts themselves or by subcontracting the modules or aspects they do not offer. The city will balance the functional fit of solutions offered with that of more complete solutions that reduce the ongoing burden of integration support. The city is open to considering solutions that are either fully On-Premises or fully SaaS Cloud-based but must integrate with our onsite systems and comply with our financial regulations.

The City of Hilliard’s 2022 Pedestrian, Bicycle, and Safety Projects (CIP T-133) includes three separate projects: Darby High School to Heritage Trail Connector, Parkmeadow Lane Trail Connector & Latham Park Trail Extension, Scioto Darby Sidewalk Connection at Darby Creek Nursery. Darby High School to Heritage Trail Connector will install almost 500 feet of asphalt path connecting a service driveway on the Hillard Darby High School campus to the Heritage Rail Trail with sidewalk connections to the Westwood Collective patio and storm sewer improvements. Bid Schedule lines 1-28 apply to this project. Parkmeadow Lane Trail Connector & Latham Park Trail Extension will install almost 200 feet of asphalt path to connect the existing path along Parkmeadow Lane to an existing pedestrian bridge over Clover Groff Ditch as well as about 550 feet of asphalt path along the northern edge of the pond at Latham Park to extend the existing park asphalt trail to an existing gravel trail on the west side of the park. Bid schedule lines 29-53 apply to this project. Scioto Darby Sidewalk Connection at Darby Creek Nursery consists of about 400 feet of concrete sidewalk to fill a gap in the trail network along the north side of Scioto Darby Road along the frontage of Darby Creek Nursery. CIP S-37 2021 Sanitary Sewer CIPP Lining Project
** Notice: Addendum No. 1 was issued on 11/4/2021. ** The 2021 Sanitary Sewer CIPP Lining Project (CIP S-37) consists of cleaning, televising, and CIPP lining of approximately 2,007 linear feet of 8-inch sanitary sewer. The sewers are located on Morning Drive, Grant Street, and Wayne Street. By-pass pumping will be required to install the liner. Hayden Run Greenway Trail Extension (CIP T-133)

The Project also includes a high visibility crosswalk, rectangular rapid flashing beacons, minor drainage improvements, and other traffic control. The Engineer's Estimate for this Bid is $225,000. 2021 Street and Public Lands Tree Replacement Program (CIP LB-20)
The 2021 Street and Public Lands Tree Replacement Program (CIP LB-20) consists of planting new 2-inch caliper street and public land tree replacements at locations specified in the plans. Any existing trees at specified locations were previously removed. Gator bags will be provided by the City for contractor to install and fill once. The estimated cost for the base bid is $79,000. Award of the contract will be made to the lowest and best bidder on the base bid. No bid will be accepted if it exceeds the City Engineer’s estimate on the base bid by more than ten percent (10%).
