The 2026-2028 Mowing, Landscaping, and Maintenance Program (the “Project”) consists of twelve (12) different bid packages for Citywide mowing, landscaping, and maintenance services, which includes labor, equipment, and materials. Bidders are not required to bid on each package. Each package is a separate bid and each package will be awarded to the lowest and best bidder on that package for the entire three year term, taking into consideration such factors as qualifications, past performance and efficiency of the bidder along with the price of the bid. Failure to fully and accurately complete the Bidding Forms shall be considered grounds for rejecting the bid. Bids may be withdrawn at any time before the scheduled closing time for receipt of bids, but may not be modified and resubmitted. If a bid is accepted, a contract must be executed, and a satisfactory contract bond or security furnished, conditioned according to law, in the amount of one hundred percent (100%) of the contract price, within ten (10) days after Notice of Award. Sureties on all bonds must be satisfactory to the City. Section 129.03 of the City’s Codified Ordinances establishes a local preference program for the purchase of materials, supplies, equipment and services. This Contract may be extended for two one-year periods by an instrument in writing executed by all the parties, and subject to approval by Hilliard City Council, if required. Each extension of the Contract will be based on a review of the Contractor's performance and adherence to the requirements and provisions of the Documents listed in §1 above. The Contract Price for each extension will be negotiated prior to execution of the extension and at no time shall it exceed an increase of 3% on the previous year's contract price, and subject to the appropriation of sufficient funds. The City reserves the right to accept or reject any or all bids. Informalities in making out the bid may be waived at the option of the City.

The 2026 Hilliard Sidewalk Maintenance Program consists of the removal and replacement of various sidewalk panels to meet ADA requirements and City Code. Base bid - Items 1-11. Alternate Bid - Items 12-17 The Engineer's Estimate for the Base Bid is $1,018,575.00. The estimate does not include the alternate bids. No bid will be accepted if it exceeds the City Engineer's estimate on the base bid by more than ten percent (10%). An award of the Project will be based solely on the base bid, without consideration of the Alternates, which the city may or may not award. The Final Completion Date is October 24, 2026. ***ADDENDUM NO. 1 Issued 01/28/2026 The 2026 City of Hilliard Street Maintenance & Rehabilitation Program (SMRP) consists of mill and overlay, microsurfacing preparation, pavement repairs (partial and full depth), pavement markings, curb and gutter repair, and ADA compliant curb ramps. A Location Map is provided showing the location and scope of work. Items #1-32 in the Bid Schedule relate to the pavement maintenance work. Also included as part of the bid: 1.Park Mill Run Drive which includes approximately 4000 feet of pavement resurfacing and full pavement marking replacement along Park Mill Rin Drive and Ridge Mill Drive. Items #33-61 in the Bid Schedule relate to the improvements on Park Mill Drive. 2. Riggins Road Microsurfacing & Pavement Marking which includes 2000 feet of pavement microsurfacing and full pavement marking replacement along Riggins Road between Britton Parkway and Wilcox Road. The City of Hilliard invites your company to provide a proposal for the implementation of a comprehensive, turnkey, integrated Financial Application System (FAS). Vendors may propose all or part of full system solution either by offering all parts themselves or by subcontracting the modules or aspects they do not offer. The city will balance the functional fit of solutions offered with that of more complete solutions that reduce the ongoing burden of integration support. The city is open to considering solutions that are either fully On-Premises or fully SaaS Cloud-based but must integrate with our onsite systems and comply with our financial regulations.

There are 7 commercial water services that will require reconnection. The project also includes pavement planing and resurfacing of Center, Grant, and Franklin Streets within the project limits. Bidders should note that the Bid Schedule contains numerous contingency quantities to replace any lead or galvanized services per City of Columbus Ordinance 1627-2024, which established their Lead Service Line Replacement Program. See plan notes on sheet 3 for additional information. The Engineer's Estimate for this project is $757,500. No bid will be accepted if it exceeds the Engineer's Estimate by more than ten percent (10%). The Substantial Completion date for the waterline portion of the Project is May 25, 2026.
