2026 Annual Sewer & Manhole Lining Program The project consists of no-dig rehabilitation of several deteriorating sanitary sewer lines and Manholes in the City of Findlay (hereinafter referred to as “City”). Incidental to the lining shall be the reinstatement of sewer service laterals without excavation. The Base Bid includes several sewer and manhole locations in different areas of the City. Some sewer lines and manholes to be lined are in close proximity of each other while others are somewhat isolated. The sizes to be lined include 8-inch, 10-inch, 12-inch, 15-inch, 20-inch and 42-inch sewers. Bidders are requested to provide a unit price per foot based on the size of host pipe and a unit price per vertical liner foot for manholes. If sizes, lengths, depths or any other changes significantly differ from the provided information, the City will work with the Contractor to make accurate price adjustments. Walnut Street Storm Sewer, Project No. 35552700 This project consists of installing a new 12” storm sewer on Walnut Street from Taylor Street to the railroad to the east and on Taylor Street from Walnut Street 185 feet to the south. Existing catch basins will be removed and replaced and tied into the new storm sewer. This project will also include an 8-foot spot repair on the existing 15-inch sanitary and placement of a new sanitary manhole on Walnut Street. The sanitary on the east side of Taylor Street will be abandoned and the two existing laterals will be tied into the existing sanitary on the west side of Taylor Street. The base bid of the project shall consist of, but not limited to, 720-feet of 12-inch storm sewer, storm structures, storm sewer tie-ins, 8-feet of 15-inch sanitary sewer, sanitary manhole, connecting existing sanitary laterals, abandonments, full depth pavement repair, seeding & mulching, sidewalk replacement and asphalt drive replacement. Bidders are advised to pay close attention to the specific details in the Supplemental Specifications and Pay Item Descriptions. Item descriptions detail all that is included with each pay item as well as pay limits for certain items. During construction, maintenance of traffic and access to local businesses and residences will be major concerns for the City, contractor, and adjacent property owners. This project is located within the City of Findlay corporation limits and is thereby eligible for City Income Tax collection. Bidders shall be aware of any required Equal Employment Opportunity Requirements as well as the State Prevailing Wages that apply to this project. After the bid date, contracts will be awarded as soon as possible in order to expedite securing materials and beginning construction. Findlay, Ohio Downtown Recreation Area Construction Manager at Risk RFQ
The City of Findlay will be requesting Statements of Qualifications (SOQ) from Construction Manager at Risk (CMAR) organizations for the construction of the Downtown Recreation Area and Anchor Park. City of Findlay will receive SOQs demonstrating the CMAR's qualifications and ability to provide CMAR services and construct the Project by email sent to Jeremy Kalb (jkalb@findlayohio.gov) until FEBRUARY 27, 2026 at 2 P.M. local time. The email shall contain all required documents in PDF format, with a file size no larger than 10 MB. The CMAR contract will include the following services and work: The City of Findlay is undertaking construction of a regional park to provide beneficial use to the community, while still meeting the primary function of providing flood control along the Blanchard River. The park design includes playgrounds, water play area, gardens, restrooms, river access/ kayak launches, shade structures, walking paths, a multipurpose stage, and an event lawn. The CMAR's preconstruction contract has an expected start date of June 10, 2026, and expected construction start in March 2027, and an estimated duration for construction of 18 to 20 months.

Carnahan Avenue Storm Sewer Replacement (CDBG) This project consists of removing an existing 72-inch storm sewer along Carnahan Avenue from Clinton Court 200-feet to the North. The existing double-brick sewer, constructed in 1888, is experiencing deterioration of its internal brick layer. This existing brick sewer will be replaced with new 72-inch RCP. Once the storm replacement has been completed, half the road will be resurfaced within the limits of the repair. The base bid of the project shall consist of, but not limited to, 200-ft of 72-inch storm sewer, storm structures, full depth pavement repair and seeding and mulching. Replacing the existing waterline will be bid as an alternate due to its closed proximity to the 72-inch storm sewer, there is a risk of losing it during sewer replacement. The alternate bid for the project shall consist of, but not limited to, 6-inch C909 Waterline, waterline tie-ins, waterline abandonments, fire hydrant removal, hydrant replacement and misc. fittings. Bidders are advised to pay close attention to the specific details in the Supplemental Specifications and Pay Item Descriptions. Item descriptions detail all that is included with each pay item as well as pay limits for certain items. During construction, maintenance of traffic and access to residences will be major concerns for the City, Contractor, and adjacent property owners.
