Proposals shall be submitted by consultant teams that have a capable and demonstrable background in the type of work described in this Request for Proposal (RFP). In addition, all interested firms shall have sufficient, readily available resources, in the form of trained personnel, support services, specialized Consultants and financial resources, to carry out the work without delay or shortcomings.
Services include the complete design and environmental documentation of the Project including, but not limited to: topographical surveying, civil, and traffic engineering.

RFP for Local Vendor Priority Program
The City of San Rafael’s Community and Economic Development (CED) Department is issuing this informal Request for Proposals (RFP) to identify qualified organizations to engage San Rafael-based mobile vendors, provide assistance with navigating compliance requirements, and manage a food park destination on private or public property from spring to fall 2026. The Local Vendor Priority Program aims to achieve a “win-win-win” scenario by improving local entrepreneurs’ ability to succeed, reducing accessibility conflicts by directing foot traffic away from sidewalks, and ensuring compliance with food safety requirements through bilingual technical assistance. The Local Vendor Priority Program advances the City of San Rafael’s Fiscal Years 2025-2028 Strategic Plan Goal: E.6.1 Revise the Street Food Vending Ordinance and develop an implementation, enforcement, and communications plan. Ultimately, the City will implement the Local Vendor Priority Program on a one-year pilot basis after which it will evaluate whether to continue or modify the program going forward.

Groundskeeping Services: Community Facilities District No. 2 at The Village at Loch Lomond Marina
The City intends to hire a fully-licensed contractor that is duly registered and licensed with either a C61 or C27 license in the State of California.

2020 Request for Proposals for Janitorial Services
The City of San Rafael hereby requests proposals for janitorial services for City facilities. It is the intent of the City to hire a fully-licensed contractor. Services shall include routine janitorial maintenance for all City facilities, including the Police Department, Library, Recreation Centers, Department of Public Works, and City Hall. Work will include: vacuuming, cleaning staircase treads, spot clean carpets as needed, straighten furniture, empty paper, garbage, and compost bins, scrub and mop all bathroom floors, wash basins, toilet seats, toilet bowls, toilet partitions, paper towel dispensers, and refuse bins, line bins with liner, stock all dispensers, dust tabletops, countertops, and desks tops where accessible, wash and clean doors, handles, glass

Request for Proposals for Land Development Engineering Professional Services Agreement
The City of San Rafael hereby requests proposals for Professional Services for the City’s various Land Development Engineering tasks to support the Department of Public Works and Community Development Departments.
Professionals shall be duly registered and licensed for their discipline within the State of California. Work will include: engineering review and support for land development, mainly private development projects, subdivisions (lot line adjustments, major and minor) and site plans (residential, commercial, industrial and mixed use). This may include review of application documents, technical reports, plans and maps, provide written staff reports, attendance at public hearings, meetings with applicants, collaboration with various City departments, the public and stakeholders, scheduling, inspection, and recordkeeping.

San Rafael High School at Third Street Crosswalk Improvements Project
The project is located at San Rafael High School and Third Street, and involves the installation of a pedestrian hybrid beacon system (HAWK), construction of new curb ramps, curb and gutter, and other miscellaneous flatwork, utility adjustment, storm drain pipe installation, irrigation and landscaping, and installation of signage and striping.
