RFQ for design of MUP Extensions and PHBs
The City of Perrysburg wishes to enhance safety for pedestrians and bicyclists by extending existing multi use paths and adding pedestrian hybrid beacons at three (3) separate locations.
The CITY is now requesting Statements of Qualification (SOQs) to provide design and consulting services for the creation of construction documents needed to construct the multi-use path and pedestrian hybrid beacons.

WWTP Digester Improvements Phase 2
In general, the work consists of a new fixed cover digester, a new membrane digester cover, new boilers and heat exchangers, and improvements to the digester gas and sludge piping.
A Mandatory pre-bid meeting will be held on October 30, 2024 at 1:30 PM at City of Perrysburg WWTP Facility located at 1 West Boundary Street, Perrysburg, Ohio. Attendance at the pre-bid meeting is Mandatory.
This contract is subject to the provision of State of Ohio, Prevailing Wage Rates. The subsequent contract will require certificates of insurance and may require performance and payment bonds.
In order to be considered responsive, the contractor and all subcontractors will need to comply with City Ordinance 08-2023 which was passed in April of 2023. A copy of the Ordinance 08-2023 is included in the attachment list.
Engineering Estimate for the entire project: $8,000,000.00

RFQ Primary Clarification
The City of Perrysburg is requesting qualifications for Engineering Design Services to expand the primary clarification process at the wastewater treatment plant. The City is also interested in exploring the possibility of incorporating the Biological Nutrient Removal (BNR) process for some, or all of the WWTP's 8 MGD design flow.
The project will be broken into a preliminary design phase, detailed design phase and a construction engineering and inspection phase. A description of the various phases is included in the request for qualification document.

Maumee River MUP Orleans Extension
This project consists of constructing a 10 foot wide asphalt and elevated concrete plank boardwalk multiuse path within Orleans Park from West Boundary Street to the paved parking lot. Work includes all necessary and related work such as paving, earthwork, aggregate base, boardwalk, restoration, clearing and other related items.
This contract is subject to the provision of State of Ohio, Prevailing Wage Rates. The subsequent contract will require certificates of insurance and may require performance and payment bonds.
In order to be considered responsive, the contractor and all subcontractors will need to comply with City Ordinance 08-2023 which was passed in April of 2023. A copy of the Ordinance 08-2023 is included in the attachment list.
The project will be awarded to the lowest and most responsive bidder based on the Grand Total Price of the Base Bid and any Alternatives that are accepted.

2024 Traffic Signal Improvements
The City of Perrysburg hereby invites qualified firms to provide all labor & materials for the reconstruction of traffic signal installations at South Boundary Street/Louisiana Avenue intersection and Indiana Avenue/Locust Street Intersection.

Comprehensive Feasibility and Space Utilization Study
The City of Perrysburg, Ohio is accepting Statements of Qualification from qualified firms to provide a comprehensive feasibility and space utilization study for municipal buildings. Firms interested in being considered for a contract to provide the required services should reply with a Statement of Qualifications no later than 2:00 pm on Friday, May 31, 2024. Statements received after this deadline will not be considered. As required by Ohio Revised Code 153.65-.73, responding firms will be evaluated and ranked in order of qualifications. Following this evaluation, the City of Perrysburg will enter into contract negotiations with the most qualified firm.
The City of Perrysburg, Ohio recently purchased 28442 E. River Rd, an approximately 26,000 square foot former medical building. The City also owns and operates a Municipal Building (including the Police Station) at 201 W. Indiana Ave, which has served as a city hall since the 1960’s, currently housing the Mayor and City Administrator’s office, the Planning and Zoning Division, Human Resources office, Law Department, Finance Department, and Income Tax Division. The Information Technology Division is currently located in a separate building located at the rear of the Municipal Building. Further, the City’s Department of Public Utilities (DPU) currently operates out of a facility at 205 E. Boundary St and the City’s Engineering Division currently operates out of a facility at 127 W. Fifth St. The recent property acquisition on River Rd has opened the opportunity for the City to consider how to better serve the community with all of these facilities.

The project includes all necessary and related work such as: paving, earthwork, aggregate base, restoration, clearing, and other related items.
The 2023 Ohio Department of Transportation (ODOT) Construction and Materials Specifications shall be followed. Required modifications to the ODOT specifications are noted herein. City of Perrysburg Specifications and Standard Drawings shall also be adhered to where applicable and are available at the City of Perrysburg Engineering Department, 127 West Fifth Street, Perrysburg, OH 43551. Federal prevailing wages shall apply.
The DBE goal for this project is 6%.
