City of Lake Charles Hodges Street Waterline Extension Capital Project Number 3544 I. Background: Homes along Hodges Street are experiencing ongoing low water pressure issues. Existing infrastructure along this section of the distribution system is undersized and unable to adequately meet current household demand, resulting in inconsistent and insufficient water pressure within several homes. By extending and upgrading the waterline, the project will improve system capacity, enhance water flow, and provide more reliable service to affected properties. This improvement is intended to ensure adequate water pressure for daily use and to support long-term reliability of the neighborhood’s water distribution system. II. Project Scope of Work: Design and implementation of ~1,500 feet of 6-inch diameter waterline including a looping connection on W. Prien Lake Road and a looping connection on E. Hale Street. Design Services shall be as per the City of Lake Charles A&E Manual.

City of Lake Charles, Louisiana WWTP A McNabb and Cline Street Emergency Sewer System Rehabilitation Capital Project No. CP2894 I. Background: Waggoner Engineering, Inc. (Waggoner) was retained by the City of Lake Charles, Louisiana to evaluate and address deficiencies within the existing sanitary sewer collection system along McNabb Street between Broad Street and Cline Street. Approximately 2,250 linear feet of existing 18-inch reinforced concrete sanitary sewer pipe along McNabb Street has been identified as being in poor structural condition. Observed deficiencies include cracking and joint separation. Due to the severity and extent of the deterioration, the sewer line is no longer suitable for spot repairs or lining and requires full replacement. Rehabilitation of this segment will be performed using pipe bursting methods to install new 18-inch high-density polyethylene (HDPE) pipe, minimizing surface disruption while significantly improving the long-term performance and reliability of the sanitary sewer system. II. Project Scope of Work: Design and construction services for the repair and rehabilitation of the existing 18-inch gravity sanitary sewer collection system along McNabb Street, between Broad Street and Cline Street, to address documented system deterioration. Design services shall be as per the City of Lake Charles A&E Manual. The work will include, but is not limited to, the following: • Replacement of the existing 18-inch gravity sewer main via pipe bursting installation. • Reinstating of existing sanitary sewer service laterals to the rehabilitated main. • Furnishing, installation, operation, and maintenance of temporary bypass pumping to maintain continuous sewer service during construction.

Millennium Park Fall Surface Replacement In accordance with the specifications, it is the intent of this formal invitation to receive bids from qualified bidders for Materials, Supplies and Labor for the removal of existing poured-in-place rubber surfacing, preparation of the underlying concrete slab, and installation of a synthetic turf playground surfacing system with an impact attenuation pad and silica sand infill for Millennium Park, located on the grounds of the Bord du Lac Park, adjacent to the Lake Charles Event Center. City of Lake Charles, Louisiana Sallier Street Reconstruction LR0002 M.A. Project No. B6-17080-DA SCOPE OF WORK: The project scope of work for Sallier Street Reconstruction consists of the following brief summary: • Base Bid - Riverside Drive to Lake Street o Rehabilitation of an existing two-lane concrete roadway with a three-lane concrete roadway. The expansion of the roadway section is in response to LADOTD's extension of Nelson Road Extension and Bridge (Contraband Bayou Bridge), the large quantity of undeveloped property along Sallier Street and the volume of existing and projected traffic detailed under numerous traffic studies. The project scope will address major improvements in drainage, sanitary sewer and water services due to their required relocation. The Port of Lake Charles under a separate contract relocated the existing rail to the north side of Sallier Street in support of the LADOTD Nelson Road Extension and Bridge with ends at Riverside Drive. • Alternate No. 1 - Riverside Cul-De-Sac o The construction of a cul-de-sac at the southern end of Riverside Drive which was required to be dead ended as a result of the LADOTD Nelson Road Extension and Bridge (Contraband Bayou Bridge) project. • Alternate No. 2 - Riverside Drive and Lake Street Drainage Improvements o The installation of drainage improvements along Riverside Drive and Lake Street is a result of supporting the drainage infrastructure under the Sallier Street Base Bid scope of work. Riverside Drive drainage infrastructure serves as the drainage outfall for the western Sallier Street subsurface drainage infrastructure. The widening and resulting drainage improvements along Lake Street are a result of the Lake/Sallier interchange improvements to facilitate projected traffic counts through the interchange. • Alternate No. 3 - Walnut Grove Improvements o The rehabilitation of Depot Alley includes construction of a new interchange with Sallier Street and parking improvements within the Depot Alley right of way between W. Walnut Street and Jabez Drive.

Scope of Services: The City of Lake Charles WWTP ‘A’ is currently under a Compliance Order (CO) with LDEQ. The approved CO schedule requires the rehabilitation of 13 sub basins in the WWTP ‘A’ Basin. The Sub Basins have been prioritized and ranked in order of severity of condition through wastewater modeling of the system. There is approximately 25,830 LF of 6-inch through 10-inch gravity sewer pipeline to be rehabilitated (Critical and Priority 1) as part of this project. Rehabilitation methods include point repairs, pipe bursting, and manhole lining.
