The intent of this Contract is to provide for construction and completion, in every detail, of the Work described. I. Background:
Waggoner Engineering, Inc. (Engineer) was retained by the City of Lake Charles to evaluate a solution to a significant bottleneck occurring at the Sarver Lift Station, which serves as the main anchor station to WWTP ‘D’. Through the evaluation, the station was found to be grossly undersized to accommodate peak weather conditions, much less, expansive growth in its collection area. Due to significant costs and physical constraints associated with expanding the Sarver Lift Station and its collection system, an alternate solution was proposed to redirect flows from the Sarver Lift Station’s service area into an independent transmission system, that would deposit flow downstream of the Sarver Lift Station. The system would serve not only to divert flow from the service area of the Sarver Lift Station, but also, provide adequate capacity to collect flows from presently unserved areas. The full extent of the transmission system will be constructed in phases to expedite completion and reduce capital expenditures of initial construction. Incoming flow will trigger progression into the successive phases of the proposed improvements. Therefore, completion of the transmission system will be controlled by its necessity (i.e. increase in flow either through growth or extension of collection infrastructure).
II. Project Scope of Work:
Design of approximately 13,500 linear feet of 30/36-inch sewer forcemain from the Gulf Highway Lift Station (Contract ‘B’) to Nelson Road. Project shall conclude at the junction point with Segment 1 and Segment 2 (both by Others) of Phase I of this Project.
Design services shall be as per the City of Lake Charles A&E Manual.

In accordance with the specifications, it is the intent of this formal invitation to receive bids from qualified bidders for Materials, Supplies and Labor for the removal of existing poured-in-place rubber surfacing, preparation of the underlying concrete slab, and installation of a synthetic turf playground surfacing system with an impact attenuation pad and silica sand infill for Millennium Park, located on the grounds of the Bord du Lac Park, adjacent to the Lake Charles Event Center.

SCOPE OF WORK:
The project scope of work for Sallier Street Reconstruction consists of the following brief summary:
• Base Bid - Riverside Drive to Lake Street
o Rehabilitation of an existing two-lane concrete roadway with a three-lane concrete roadway. The expansion of the roadway section is in response to LADOTD's extension of Nelson Road Extension and Bridge (Contraband Bayou Bridge), the large quantity of undeveloped property along Sallier Street and the volume of existing and projected traffic detailed under numerous traffic studies. The project scope will address major improvements in drainage, sanitary sewer and water services due to their required relocation. The Port of Lake Charles under a separate contract relocated the existing rail to the north side of Sallier Street in support of the LADOTD Nelson Road Extension and Bridge with ends at Riverside Drive.
• Alternate No. 1 - Riverside Cul-De-Sac
o The construction of a cul-de-sac at the southern end of Riverside Drive which was required to be dead ended as a result of the LADOTD Nelson Road Extension and Bridge (Contraband Bayou Bridge) project.
• Alternate No. 2 - Riverside Drive and Lake Street Drainage Improvements
o The installation of drainage improvements along Riverside Drive and Lake Street is a result of supporting the drainage infrastructure under the Sallier Street Base Bid scope of work. Riverside Drive drainage infrastructure serves as the drainage outfall for the western Sallier Street subsurface drainage infrastructure. The widening and resulting drainage improvements along Lake Street are a result of the Lake/Sallier interchange improvements to facilitate projected traffic counts through the interchange.
• Alternate No. 3 - Walnut Grove Improvements
o The rehabilitation of Depot Alley includes construction of a new interchange with Sallier Street and parking improvements within the Depot Alley right of way between W. Walnut Street and Jabez Drive.

Sale Road Bridge Repair

The general scope of work for this project is the repair of the Sale Road bridge over Lateral L-2A of Contraband Bayou. This bridge exhibited various defects shortly after it was constructed in 2014. • Construction of a new concrete deadman tie-rod anchor assembly to restore support to the sheet pile wall;
