Millennium Park Fall Surface Replacement In accordance with the specifications, it is the intent of this formal invitation to receive bids from qualified bidders for Materials, Supplies and Labor for the removal of existing poured-in-place rubber surfacing, preparation of the underlying concrete slab, and installation of a synthetic turf playground surfacing system with an impact attenuation pad and silica sand infill for Millennium Park, located on the grounds of the Bord du Lac Park, adjacent to the Lake Charles Event Center. All work shall be performed in a clean, safe, and workmanlike manner in accordance with manufacturer specifications and ASTM standards for playground surfacing safety and accessibility.

Scope of Services: The City of Lake Charles owns and operates the Wastewater Treatment Plant D, located at 3820 Tank Farm Rd. In the draft permit renewals for each facility, the Department of Environmental Quality (DEQ) introduced a new effluent discharge limitation for Enterococci bacteria. Manchac has consulted with the existing disinfection equipment manufacturer and determined that the equipment will not meet the new Enterococci limits as mandated by DEQ. This project will include the removal and replacement of the existing disinfection treatment equipment with a new Sodium Hypochlorite and Sodium Bisulfite disinfection basin. Work includes the construction of a new contact basin, new sodium hypochlorite storage building, renovations to an existing sodium bisulfite building, installation of new gravity sewer, and misc. piping.

Scope of Services: The City of Lake Charles WWTP ‘A’ is currently under a Compliance Order (CO) with LDEQ. The approved CO schedule requires the rehabilitation of 13 sub basins in the WWTP ‘A’ Basin. The Sub Basins have been prioritized and ranked in order of severity of condition through wastewater modeling of the system. There is approximately 18,500 LF of 6-inch through 12-inch gravity sewer pipeline to be rehabilitated (Critical and Priority 1) as part of this project. Rehabilitation methods include point repairs, pipe bursting, and manhole lining.

City of Lake Charles, Louisiana Lock Park Restroom Demolition and Replacement DR016 This scope of work involves the replacement of the existing restroom structures at Lock Park. Due to severe storm damage to the existing structural clay tile walls, it has been determined by the design architect and structural engineer that repairs to this existing structure are not feasible due to the extent of damage and the existing material used in the original building design. The existing restroom buildings shall be fully demolished including foundations and removed from the site. Contractor shall be required to terminate all utilities and cap off for future tie in of new structure. The slab between the existing restrooms will remain in place and be protected from demolition. These restroom buildings are considered to be historical in nature, however they are not on a National Historical Registry. That being said, there are existing ornamental elements on the exterior of the building which we plan to salvage and retain for installation on the new building. Should these elements get damaged during demolition or are deemed unusable for reuse, the new design will include replication of these exterior design elements so as to replicate the building exteriors as closely as possible to the original design. The design shall include new plumbing piping set in a new concrete foundation. Walls shall be CMU bearing walls with a new stucco exterior finish matching the existing building finishes and colors. Interior finishes shall include ceramic tile floors and walls to the height of the doors with painted drywall above with a new drywall ceiling mounted on new wood framed construction for the roofing structure with plywood decking, weatherproofing, and new roofing to match the existing. The interior layout/design of the plumbing fixtures shall be updated for a more efficient layout and actual fixtures shall be fitted with automatic flush valves and include code updates for all ADA code compliance. The wood canopy structure between the restrooms was heavily damaged during the storm will be replaced in like kind.
