2025 Annual Sewer Cleaning (Large Diameter)
Project Description
The project shall consist of the cleaning and televising of several aging and deteriorating sanitary sewer lines in the City of Findlay. The primary objective is to provide the City with a good visual inspection of the condition of the sewers. The Base Bid includes several sewer locations in different areas of the City. Some sewer lines are in close proximity of each other while others are somewhat isolated. The sizes to be cleaned include 15-inch, 20-inch, 24-inch, 30-inch, 36-inch, 42-inch, 45-inch, 48-inch, 51-inch and 66-inch sewers. Bidders are requested to provide a unit price per foot based on the size of host pipe. If sizes, lengths, or any other changes significantly differ from the provided information, the City will work with the Contractor to make accurate price adjustments. Incidental items include but are not limited to mobilization, bypass pumping, dewatering, traffic control, etc.
Bidders are advised to pay close attention to the specific details in the General Notes and Pay Item Descriptions. Item descriptions detail all that is included with each pay item as well as pay limits for certain items. During construction, maintenance of traffic and access to local businesses and residences will be major concerns for the City, Contractor, and adjacent property owners.
This project is located within the City of Findlay corporation limits and is thereby eligible for City Income Tax collection. The project is funded by City of Findlay local funds. Bidders should be aware of any required Equal Employment Opportunity Requirements as well as the State Prevailing Wages that apply to this project.

Sherry Street Sanitary Sewer Replacement
This project consists of removing 257 feet of an existing 18” sanitary sewer pipe and replacing with SDR26 on Sherry Street from the first manhole south of Sixth Street North. A new manhole will be set 50 feet South of the existing manhole on the North side of Sixth Street. The sanitary sewer needs to be operational each night. There are also 7 laterals that will need to be tied in to this section of the new sanitary sewer. This project will also include a 10-foot spot repair on the existing 12” sanitary sewer on Sherry Street from the manhole North of Pearl Street to the next manhole North. This section of 12” sanitary sewer pipe will be replaced with SDR35. There are 2 laterals to reconnected in this section. Bidders are advised to visit the site before turning in price. If needed the Engineering Department will be available to meet on site to go over any specific questions.
Bidders are advised to pay close attention to the specific details in the Supplemental Specifications and Pay Item Descriptions. Item descriptions detail all that is included with each pay item as well as pay limits for certain items.
During construction, maintenance of traffic and access to local businesses and residences will be major concerns for the City, contractor, and adjacent property owners.

2. Sanitary service must be maintained during the project.

This project consists of installing a new 6-inch C909 waterline on Laurel Lane, running in the north side of the roadway, from Northridge Road to Sweetwater Road. Once the waterline installation is complete, the North half of Laurel Lane will be resurfaced. This project shall consist of, but not limited to, 640 LF of 6-inch C909 waterline, full depth pavement repair, waterline tie-ins, waterline abandonments, misc. fittings, pavement planning, asphalt resurfacing, curb replacement and seeding and mulching.

Statement of Qualifications (SOQ) for FDY Airport Consulting and Engineering Services.
The City of Findlay is requesting statements of qualification (SOQs) from qualified aviation consulting and engineering firm to provide professional planning, administration and engineering services for the City of Findlay Airport (FDY).
This Request for Qualifications (RFQ) will result in a multi-year agreement with a consultant for a period of five (5) years. The selected consultant will then negotiate and enter into sub-agreements for services, based on the scope of work, with the City of Findlay on a project/assignment basis during the term of the five (5) year period.
The selection process of a consultant is being done in accordance with Federal Aviation Administration (FAA) Advisory Circular 150/5100-14E, and applicable Ohio statutes and laws. The City of Findlay reserves the right to withdraw this RFQ, or reject any and all submittals in response to this RFQ for any reason at time during the bid process due to unforeseen or any change in circumstances. This RFQ plus the resulting agreement, shall be consistent with all terms and conditions associated with contracts entered into by the City of Findlay. The City of Findlay is not liable or responsible for any cost(s) incurred during the preparation, presentation or submission as a response to this RFQ.

City of Findlay Water Infrastructure Improvements:.
Work under Contract includes, but is not limited to, replacing existing five (5) valve vault valves with actuators (supplied by the City of Findlay) and piping, rehabilitating the two (2) concrete reservoir transfer pipes and two (2) reservoir outlet pipes – Alt. #1, and automating the valves at pump station #1 to open for emergency draining of the reservoirs. The work also includes sodium permanganate system at Reservoir #1. Included, but not limited to, are electrical pull boxes, metering chambers, piping installed by open-cut and trenchless methods, and all other work required in accordance with the contract documents.
• Maintain water supply to treatment plant, shout down time allowed to install valves/line pipes is six (6) hours maximum.
• Condition of raw water transmission main to plant is unknown. Material of 36” raw water line is concrete pipe and construction took place in 1959, see existing plans. Contractor to exercise extreme caution when pressurizing and depressurizing this line.
• Reservoirs must remain balanced, 16’ differential results in ”flow” from res. 2 to res. 1 trough common duke wall.
• Sluice gates from reservoirs to outlet pipes do not necessarily provide tight seal, dewatering and plug at reservoir may be required.
Work will include installation of valves purchased by the City of Findlay. Bidders are advised to pay close attention to the specific details in the Supplemental Specifications and Project Manual. Item descriptions detail all that is included with each pay item as well as pay limits for certain items.
Anticipated project start date is Oct. 1, 2023.

This project consists of installing a new 8-inch C909 waterline on Harrison Street, running along the East side of the roadway, from Logan Avenue to Byal Avenue. The new waterline will be tied into the existing 8-inch waterline stub on Logan Avenue and extend south to tie into the existing 6-inch waterline on the South side of Byal Avenue. This project is funded by City of Findlay Water Fund. Bidders shall be aware of the required Equal Employment Opportunity Requirements as well as the State Prevailing Wages that apply to this project. Domestic steel use requirements also apply to this project as specified in Section 153.011 of the Ohio Revised Code. A copy of Section 153.011 can be obtained from any office of the Ohio Department of Administrative Services.
