City of Findlay 2023 Annual Resurfacing Program-Contract B (Asphalt)
This contract is for asphalt work only, consisting of pavement planning (approximately 12,685 SY) and asphalt resurfacing (approximately 1,585 CY) on various streets within the City of Findlay or Hancock County. Incidental items include, but not limited to, are adjustment of manholes, and joint sealing. Other minor work is described in the details for each segment of pavement. The project will be split up into two different groups to ensure some of the larger sections of road are completed before school is in session.
The 2019 Ohio Department of Transportation (ODOT) Construction and Materials Specifications shall be followed. Required modifications to the ODOT specifications are noted herein. City of Findlay Specifications and Standard Drawings shall also be adhered to where applicable and are available at the City of Findlay Engineering Department, 318 Dorney Plaza, Findlay, OH 45840.
The project is funded through the City of Findlay’s Capital Improvements Fund. State prevailing wages and the City of Findlay income taxes shall apply.
The project will be awarded to the lowest and most responsive bidder based on the Grand Total Price of the Base Bid and any accepted Alternates as selected by the City of Findlay.

The Water Pollution Control Center (WPCC) has been having problems with the Automatic Transfer Switch that is used to switch to generator power when the plant loses electric. Over the past year the plant has experienced multiple incidents when the transfer switch would not automatically switch over and it would have to be performed manually. To manually switch to generator power a high voltage electrical contractor is called in on an emergency basis to make sure the plant continues to run when it loses power. Calling in an outside contractor can be problematic at times if there is a severe weather event that would prevent the contractor from making it to the plant. With the current rates that WPCC is experiencing the plant can only withstand 5-6 hours of sewer before the sewer will need to be discharged.
WPCC has had a contractor on site to evaluate the problems with the current transfer switch and it was determined that the switch cannot be repaired and is needing replaced. It is understood the material needed for the automatic transfer switch have a lead time of roughly 35-38 weeks from approval of contract and issuing a purchase order. To ensure that WPCC can utilize the generator backup in an emergency situation, it is desired to get the materials ordered as soon as possible.

This project consists of nearly 8,400 linear feet of curb removal and replacement and/or pavement planning (approximately 27,500 SY) and resurfacing (approximately 1,528 CY) on Bright Road within the City of Findlay and Hancock County. Incidental items include necessary sidewalk or curb ramp replacement (approximately 4,200 SF), treatment of shoulders, adjustment of manholes and catch basins, and grading and seeding. Other minor work is described in the details for each segment of pavement.
The 2019 Ohio Department of Transportation (ODOT) Construction and Materials Specifications shall be followed. Required modifications to the ODOT specifications are noted herein. City of Findlay Specifications and Standard Drawings shall also be adhered to where applicable and are available at the City of Findlay Engineering Department, 318 Dorney Plaza, Findlay, OH 45840. Federal prevailing wages shall apply. The DBE goal for this project is 7%.
All Bidders shall submit a DBE Utilization Plan at the time of bid setting forth specific information demonstrating how the Bidder will achieve the DBE goal. By submitting a DBE Utilization Plan, the Bidder is affirming that they will be using the DBE firms identified in the Utilization Plan to meet the DBE contract goal. Emory Adams Park
The City of Findlay (hereinafter referred to as “CITY”) is requesting Statements of Qualification (SOQs) to provide landscape architect/architectural/engineering services for the planning and design process needed for the construction of Emory Adams Park – Ft. Findlay Playground Redesign.
The City of Findlay desires to reconstruct Ft. Findlay Playground at Emory Adams Park, 1516 S. Blanchard Street. The Project will provide enhanced playground opportunities for children of various ages and abilities. It will be constructed in Emory Adams Park at the location of the existing Ft. Findlay Playground. Additional Scope may include renovation or rebuild of adjacent restroom facility.

City of Findlay CR 212& 236 Widening & Realignment.
This project consists of the widening and realignment of County Road 212 and County Road 236 and the reconfiguration of the intersection of CR 212 & 236. The project beginning is at the current end of the four lane section of CR 212 (approximately 5,200 east of CR 18) and continuing to SR 12. The project widening is from 2-lanes to 4-lanes with the addition of a turn lane at SR 12. The project also includes installing storm sewer. Included in the storm sewer improvement, but not limited to, is 1,136 LF of 24-inch storm sewer, 652 LF of 18-inch storm sewer, 160 LF of 15-inch storm sewer, 1,899 LF of 12-inch storm sewer, storm manhole installations, catch basins, and asphalt pavement trench repair. Grading & seeding and curb & gutter are also included. Coordination with Sunoco (Energy Transfer) and Norfolk Southern Corporation will also be required.
There will be a deduct alternate included with the bid. The deduct shall entail milling the existing pavement in the areas of the reconstruction to meet proposed cross sections and grade. Overlay on this milled pavement will consist of 1½” of asphalt concrete intermediate course and 1½” of asphalt concrete surface course to match proposed grades.
Bidders are advised to pay close attention to the specific details in the Supplemental Specifications and Pay Item Descriptions. Item descriptions detail all that is included with each pay item as well as pay limits for certain items.
During construction, maintenance of traffic and access to residences will be major concerns for the City, Contractor, and adjacent property owners.
This project is located within the City of Findlay corporation limits and is thereby eligible for City Income Tax collection. The project is funded by City of Findlay local funds. Bidders shall be aware of any required Equal Employment Opportunity requirements as well as the State prevailing wages that apply to this project. Domestic steel use requirements also apply to this project as specified in Section 153.011 of the Ohio Revised Code. A copy of Section 153.011 can be obtained from any office of the Ohio Department of Administrative Services.
After the bid date, contracts will be awarded as soon as possible in order to expedite securing materials and beginning construction.

Letter of Interest - HAN GREENWAY TRAIL EXTENSION 3
The project scope includes the addition of a multiuse path from the end of the HAN Greenway Trail Ph. 2 along SR 568 (E. Sandusky Street) at Bright Road continuing along SR 568 east to TR 241 then south to the existing trail at TR 208. This project will extend the existing Greenway Trail to Riverbend Park. The selected firm shall provide the services necessary to prepare preliminary design and a complete set of construction plans and specifications for implementation of the project.
