2025 Annual Sewer Cleaning (Large Diameter)
Project Description
The project shall consist of the cleaning and televising of several aging and deteriorating sanitary sewer lines in the City of Findlay. The primary objective is to provide the City with a good visual inspection of the condition of the sewers. The Base Bid includes several sewer locations in different areas of the City. Some sewer lines are in close proximity of each other while others are somewhat isolated. The sizes to be cleaned include 15-inch, 20-inch, 24-inch, 30-inch, 36-inch, 42-inch, 45-inch, 48-inch, 51-inch and 66-inch sewers. Bidders are requested to provide a unit price per foot based on the size of host pipe. If sizes, lengths, or any other changes significantly differ from the provided information, the City will work with the Contractor to make accurate price adjustments. Incidental items include but are not limited to mobilization, bypass pumping, dewatering, traffic control, etc.
Bidders are advised to pay close attention to the specific details in the General Notes and Pay Item Descriptions. Item descriptions detail all that is included with each pay item as well as pay limits for certain items. During construction, maintenance of traffic and access to local businesses and residences will be major concerns for the City, Contractor, and adjacent property owners.
This project is located within the City of Findlay corporation limits and is thereby eligible for City Income Tax collection. The project is funded by City of Findlay local funds. Bidders should be aware of any required Equal Employment Opportunity Requirements as well as the State Prevailing Wages that apply to this project.

Sherry Street Sanitary Sewer Replacement
This project consists of removing 257 feet of an existing 18” sanitary sewer pipe and replacing with SDR26 on Sherry Street from the first manhole south of Sixth Street North. A new manhole will be set 50 feet South of the existing manhole on the North side of Sixth Street. The sanitary sewer needs to be operational each night. There are also 7 laterals that will need to be tied in to this section of the new sanitary sewer. This project will also include a 10-foot spot repair on the existing 12” sanitary sewer on Sherry Street from the manhole North of Pearl Street to the next manhole North. This section of 12” sanitary sewer pipe will be replaced with SDR35. There are 2 laterals to reconnected in this section. Bidders are advised to visit the site before turning in price. If needed the Engineering Department will be available to meet on site to go over any specific questions.
Bidders are advised to pay close attention to the specific details in the Supplemental Specifications and Pay Item Descriptions. Item descriptions detail all that is included with each pay item as well as pay limits for certain items.

Specific Notes:
1. The existing 18” sanitary sewer is roughly 16 FT deep at the downstream manhole and 15 FT deep at the upstream manhole.
2. Sanitary service must be maintained during the project.

This project will consist of a reconstruction of the North Apron within the City of Findlay FDY property. This project shall consist of, but not limited too; full depth reconstruct of portions of the north apron, new concrete pads for airport staging, 4-inch mill and overlay of portions of the north apron, new storm system, installation of oil/water separators, and new pavement markings.

Request for Qualifications Design/Build Services for City of Findlay STRICT Center
The City of Findlay (hereinafter referred to as “CITY”) is requesting statements of qualification (SOQs) to provide Design/Build services for the CITY’s Simulated Tactical Response & Incident Command Training (STRICT) Center.
The intent is to engage a CONTRACTOR to complete the design, construction documents and construction for the CITY’s STRICT Center. In particular, the CITY is seeking a CONTRACTOR with demonstrated expertise and competence in multi-agency training complexes for first responders.

City of Findlay, State and Markle Reconstruction, OPWC
State and Markle Street will be reconstructed from Harmon Street to Parkside Place. State Street will be resurfaced and the existing curb and gutter will be removed and replaced with straight curb and Markle Street will be a newly built roadway with straight curb. New 4 ft. wide concrete sidewalk will be added to extend the existing sidewalks from Harmon Street to Parkside Place on both sides of the roadway. Along with the reconstruction of the roadway a new 6-inch waterline will be installed on the west side of State Street and the Northside in the roadway on Markle Street. A new storm sewer will also be installed on State and Markle Street in the roadway.
This project shall consist of, but not limited to, 1055 LF of 6-inch C909 waterline, waterline tie-ins, waterline abandonments, fire hydrant installation, misc. fittings, seeding and mulching, 700 LF of 12-inch storm sewer, 340 LF of 15-inch storm sewer, 5 LF of 18-inch storm sewer, 22 storm structures, 2030 LF of straight curb, 2620 SF of sidewalk, drive approach replacement, roadway excavation, embankment, and 225 CY of asphalt.
This project is funded by City of Findlay Water, Sewer, and Capitol Funds as well as Ohio Public Works Commission (OPWC). Bidders shall be aware of the required Equal Employment Opportunity Requirements as well as the State Prevailing Wages that apply to this project. Domestic steel use requirements also apply to this project as specified in Section 153.011 of the Ohio Revised Code. A copy of Section 153.011 can be obtained from any office of the Ohio Department of Administrative Services.

Design/Build Services for Preparation of LTCP Implementation Projects
The CITY is requesting SOQs from experienced design build teams in LTCP Implementation Projects.
The CITY renewed its National Discharge Elimination System (NPDES) permit on June 2018 to discharge from the River Road Water Pollution Control Center (WPCC). As part of the renewed permit, the CITY submitted addendum to Ohio EPA for its Combined Sewer Overflow Long Term Control Plan (CSO LTCP) on January 2021. The submitted plan was approved on May 18, 2021 meeting the applicable state and federal requirements. The plan includes capital improvements projects (CIPs) to mitigate overflow from the combined sewer system and the sanitary sewer system. The plan includes a list of projects associated with each CSO and SSO and an implementation schedule for completion. This proposed scope of services is for the 2022 project year CSO and SSO projects identified in the CSO LTCP.

Design/Build Services for WPC Clarifiers 3, 4 & 5 and Oxidation Ditch Rehab Project
The City of Findlay is requesting SOQs from experienced design build teams in WPC Projects.
Clarifier Basins – This project consists of blast cleaning all of the steel in an existing Clarifier Basin, apply a zinc urethane system to the existing catwalk support beams, apply zinc epoxy to the prepared surfaces, and perform miscellaneous repairs to interior sidewall expansion joints and spalling floors.
Oxidation Ditches – This project consists of performing miscellaneous repairs to interior sidewall joints and concrete hollow core plank catwalks as well as leveling/replacing existing concrete sidewalks.
