Design/Build Services for Preparation of LTCP Implementation Projects
The CITY is requesting SOQs from experienced design build teams in LTCP Implementation Projects.
The CITY renewed its National Discharge Elimination System (NPDES) permit on June 2018 to discharge from the River Road Water Pollution Control Center (WPCC). As part of the renewed permit, the CITY submitted addendum to Ohio EPA for its Combined Sewer Overflow Long Term Control Plan (CSO LTCP) on January 2021. The submitted plan was approved on May 18, 2021 meeting the applicable state and federal requirements. The plan includes capital improvements projects (CIPs) to mitigate overflow from the combined sewer system and the sanitary sewer system. The plan includes a list of projects associated with each CSO and SSO and an implementation schedule for completion. This proposed scope of services is for the 2022 project year CSO and SSO projects identified in the CSO LTCP.

Design/Build Services for WPC Clarifiers 3, 4 & 5 and Oxidation Ditch Rehab Project
The City of Findlay is requesting SOQs from experienced design build teams in WPC Projects.
Clarifier Basins – This project consists of blast cleaning all of the steel in an existing Clarifier Basin, apply a zinc urethane system to the existing catwalk support beams, apply zinc epoxy to the prepared surfaces, and perform miscellaneous repairs to interior sidewall expansion joints and spalling floors.
Oxidation Ditches – This project consists of performing miscellaneous repairs to interior sidewall joints and concrete hollow core plank catwalks as well as leveling/replacing existing concrete sidewalks.

City of Findlay HAN-Findlay Bright Road Phase II, PID108772
This project consists of nearly 8,400 linear feet of curb removal and replacement and/or pavement planning (approximately 30,105 SY) and resurfacing (approximately 1,673 CY) on Bright Road within the City of Findlay and Hancock County. Incidental items include necessary sidewalk or curb ramp replacement (approximately 2,600 SF), treatment of shoulders, adjustment of manholes and catch basins, and grading and seeding. Other minor work is described in the details for each segment of pavement.
The 2019 Ohio Department of Transportation (ODOT) Construction and Materials Specifications shall be followed. Required modifications to the ODOT specifications are noted herein. City of Findlay Specifications and Standard Drawings shall also be adhered to where applicable and are available at the City of Findlay Engineering Department, 318 Dorney Plaza, Findlay, OH 45840. Federal prevailing wages shall apply.
The DBE goal for this project is 6%.
All Bidders shall submit a DBE Utilization Plan at the time of bid setting forth specific information demonstrating how the Bidder will achieve the DBE goal. By submitting a DBE Utilization Plan, the Bidder is affirming that they will be using the DBE firms identified in the Utilization Plan to meet the DBE contract goal. This project consists of installing 2,072 feet of 15” diameter sanitary sewer along S. Main Street from the southern City Limits to approximately 130’ north of Rosemont Drive. Included in the sanitary sewer improvement is the connection to existing sewer lines, abandonment of the Eagle Creek Pump Station, Lagoons and Forcemain, manhole installations, asphalt pavement trench repair, rock excavation, grading and seeding, and sidewalk replacement.
Final Completion: on or before July 1, 2022

Findlay Downtown Community Park & Recreation Area
Request for Qualifications (RFQ) for Downtown Community Park & Recreation Area
As part of ongoing flood mitigation efforts throughout Hancock County, a benching project is estimated to begin construction in 2022. It is the desire of the City and other local stakeholders to determine how the benched area may also provide recreational, entertainment, and general community benefit. For this reason, the City is looking for a design firm to assist in development of a plan for this area while also ensuring the following criteria are met; protect maximum flood mitigation benefit, deed restrictions followed, and broad community benefit. In conjunction with this project the City and Hancock Park District would like the project scope to include the Findlay Downtown Riverwalk area along the South bank of the river from Cory Street on the West to Anchor Park at Front Street on the East (approximately 1,850 linear feet).
