The intent of this Contract is to provide for construction and completion, in every detail, of the Work described. Bord du Lac Drive – Fishing Piers

The general scope of work is as follows:
A. Pier/Shelter A:
Pier A was severely damaged during the 2020 hurricane season and is considered a total loss. The shelter area of this pier is partially submerged in the Lake.
The general scope of work for Pier A includes the following general items:
• Secure access to the work zone prior to work.
• Complete removal and disposal of Pier A, including but limited to the timber deck, handrails, lights, light poles and conduits, pilings, bracing, framing, shelter, benches, tables, steel framing units, cross bracing, and timber pilings. The removed light poles shall be salvaged for possible re-use.
• The electrical circuit shall be properly terminated at the on-shore pull box.
• Riprap (Class 30lb.) will be placed along the bank to backfill the void left by the removal of this pier and walkway. The finished surface of the new riprap shall match the adjoining areas that have been recently improved with riprap. Additional riprap shall be placed at the very end of the concrete walk to provide a visual barrier to the former pier access.
B. Pier/Shelter B:
Pier B was moderately damaged during the 2020 hurricane season and is considered a partial loss. While the structure can be salvaged, some portions will require adjustment and repair.
The general scope of repair includes the following general items:
• Secure access to the work zone prior to work.
• Replacement of lost or damaged timber deck in areas damaged by the hurricane with new 0.40 ACQ treated lumber to match exist. Existing deck timber is treated pine lumber (nominal 3 x 12 dimensions) measuring approximately 11¼ inch wide by 2½ inch thick by length required. The new decking shall be secured in place with 3/8” galvanized carriage bolts and nuts. A center line beam was added to the deck that is not identified on the available reference Lakefront Boardwalk Project 9412 construction plans. This beam may require widening of the holes to install the 3/8-inch galvanized carriage bolts.
• Elevation Adjustment of two deck support framing units, one next to the concrete landing, and one at the end of the branch walkway to the shelter. It is the intent to salvage and re-use the existing galvanized deck framing units. The deck section next to the concrete landing is not level with the landing and creates a step hazard. This first framing unit shall be lifted or removed to access the piling at this location. The timber decking for this first framing unit will be removed and replaced with new decking material. The piling adjacent to the concrete landing shall be trimmed so that the restored timber deck matches the concrete landing in elevation. The frame unit at the end of the branch walkway over the water has dropped down primarily in one corner. This end framing unit shall be lifted or removed to access the piling at this location. The timber decking for this end framing unit will be removed and replaced with new decking material. This corner shall be lifted, and a treated filler block shall be securely installed to raise this corner and correct this deck alignment to restore a level walkway. This scope includes any handrail removal and re-installation as needed to facilitate this work. All frame units shall be inspected, and missing bolts replaced or tightened.
• Removal and replacement of all lighting, poles, conduits, wiring complete including connection to electrical circuit on shore. The poles shall be salvaged for re-use. The better of the salvaged poles shall be repainted black and re-installed with new fixture similar to the recent electrical work along the boardwalk. New fixtures shall be installed in the shelter.
• Re-securing all the framing units to the timber piles with new galvanized lag bolts. The new lag bolts shall be 5/8” diameter – 8 inches long. The existing holes may need to be widened to fit the new bolts. Two (2) bolts are required per pile. Any missing or loose bolts or fasteners shall be replaced or tightened as appropriate.
• Gaps observed in the handrail segments shall be corrected.
• The entire walkway shall be pressure washed. The picnic table and benches shall be re-surfaced (sanding). The galvanized support members for this shelter shall be repainted with a compatible galvanized paint.
C. Pier/Shelter C:
Pier C was severely damaged during the 2020 hurricane season and is considered a total loss. The shelter area of this pier is partially submerged in the Lake.
The general scope of work for Pier C includes the following general items:
• Secure access to the work zone prior to work.
• Complete removal and disposal of Pier C, including the timber deck, handrails, lights, light poles and conduits, bracing, framing, shelter, benches, tables, steel framing units, cross bracing, and timber pilings. The removed light poles shall be salvaged for possible re-use.
• The electrical circuit shall be properly terminated at the on-shore pull box.
• Riprap (class 30 lb.) will be placed along the bank to backfill the void left by the removal of this pier and walkway. The finished surface of the new riprap shall match the adjoining areas that have been recently improved with riprap. Additional riprap shall be placed at the very end of the concrete walk to provide a visual barrier to the former pier access.
D. Walkways:
1. Veteran’s Memorial Walkway:
The Veteran’s Memorial Walkway was severely damaged during the 2020 hurricane season and is a total loss. This pier was lifted off its support piles and washed ashore. This timber walkway will be completely removed (onshore and offshore) and not restored under this program.
The general scope of repair includes the following general items:
• Secure access to the work zone prior to work.
• Complete removal and disposal of remaining timber deck, handrail, pilings, bracing, framing, and lighting, both on shore and offshore. Onshore pilings may be completely removed or cut off a minimum of 2 feet below existing grade at the contractor’s option. All pilings in the water shall be completely removed. Pilings adjacent to the concrete landing shall be completely removed or cut off a minimum of 2 feet below existing riprap grade.
• Site fill to restore areas impacted by removal of this timber walkway structure on shore shall be placed. Site fill to consist of topsoil and the site shall be leveled to match adjoining grade. Upon completion, the area shall be hydroseeded. Additional riprap (Class 30lb.) shall be added to supplement the existing around the concrete landing as directed by the engineer.
2. PPG Walkway:
The PPG walkway is located Northeasterly of the PPG fountain and re-connects to the shoreline just south of Pier B. This walkway had moderate damage during the 2020 hurricane season and is currently closed to pedestrian traffic.
The general scope of repair includes the following general items:
• Secure access to the work zone prior to work.
• Replacement of missing or damaged deck material as identified and re-securing loose decking to the existing galvanized frame. Replacement timber deck shall be with new 0.40 ACQ treated lumber to match exist. Existing deck timber is treated pine lumber (nominal 3 x 12 dimensions) measuring approximately 11¼ inch wide by 2½ inch thick by length required. The new decking shall be secured in place with 3/8” galvanized carriage bolts and nuts. A center line beam was added to the deck that is not identified on the available reference Lakefront Boardwalk Project 9412 construction plans. This beam may require widening of the holes to install the 3/8-inch galvanized carriage bolts. The entire walkway shall be cleaned and pressure washed upon completion of the work.
